Learning Systems & Design Program Manager

The Learning Systems & Design Program Manager is responsible for building and improving learning systems, frameworks, and instructional standards that support enterprise learning and development, ensuring high-quality learning experiences aligned with business priorities.

Responsibilities

Serve as the architect of the organization’s learning design framework, ensuring consistency, quality, and scalability across all learning initiatives
Design and maintain structured, role-based learning pathways aligned to:
Frontline and field roles
Leadership and management roles
Functional and specialist roles
Apply instructional design best practices to ensure learning is:
Performance- and capability-driven
Aligned to clear role expectations and outcomes
Delivered through effective blended learning approaches
Reinforced through practical application and real-world execution
Lead the design and development of learning materials, including:
Digital learning modules
Facilitator and participant guides
Job aids, playbooks, and performance support tools
Leadership and capability-building content
Partner with subject matter experts to translate complex information into clear, engaging, and effective learning experiences
Establish and maintain instructional design standards, templates, and content guidelines to ensure consistency across programs
Expertise in at least one area of eLearning – video production, podcast production, learning game development or graphic design
Support enterprise learning initiatives tied to:
Leadership development
Operational excellence
Compliance and risk mitigation
Organizational change and integration
Design learning components that support business transformations, system changes, and evolving operating models
Ensure learning solutions provide clarity, consistency, and confidence during periods of growth and change, including M&A activity
Act as a thought partner to the Director, Training & Development on learning system scalability, design maturity, and long-term capability building
Own the structure, governance, and optimization of the organization’s Learning Management System (LMS), ensuring it supports:
Enterprise learning strategy execution
Role-based and capability-based learning pathways
Compliance and certification tracking
Manager and leader visibility into learning progress
Meaningful reporting and insights
Define and enforce standards for learning content governance, including:
Content lifecycle management
Version control and quality assurance
Access and permission management
User experience and system usability
Develop dashboards and reporting that track learning completion, effectiveness, and adoption trends
Use learning data to inform design improvements, system enhancements, and strategic recommendations
Establish metrics and feedback loops to evaluate learning effectiveness and impact
Continuously refine learning architecture, instructional approaches, and system capabilities based on data and business needs
Maintain a high standard for learning quality, cultural alignment, and learner experience across all programs

Required

Bachelor's degree in Learning & Development, Instructional Design, Organizational Development, Human Resources, or a related field, or equivalent experience
5–7+ years of experience in instructional design, learning systems, or enterprise learning program management
Demonstrated experience owning and optimizing a Learning Management System in a multi-role or enterprise environment
Strong capability in leveraging e-learning and digital learning technologies to deliver effective training experiences
Strong background in instructional design, curriculum architecture, and blended learning solutions
Experience developing learning analytics and performance-aligned reporting
Proven ability to translate strategy into scalable systems and executable learning solutions
Strong cross-functional partnership and influence skills
High standards for excellence, clarity, and intentional culture-building
Ability to obtain and maintain an active Marijuana Enforcement Division (MED) badge in the state of Colorado

Preferred

Cannabis industry experience is a plus, but not required
