Information Center Analyst
The University of Illinois Urbana-Champaign is seeking an Information Center Analyst to work in the Real-Time Information Center. This role involves real-time monitoring of information sources for law enforcement purposes, interpreting and disseminating information, and providing analytical support to enhance public safety operations.

Responsibilities
Conduct open source and restricted queries using specialized criminal justice intelligence-based databases. Provide intelligence sharing and assistance to patrol, investigations and other public safety personnel in real-time. Collect data and create reports for patrol officers and/or detectives
With the use of analytical tools, techniques and methodologies, collect, store, analyze and distribute information derived from data. Research emerging technologies and trends in crime analysis and public safety. Research and evaluate software, hardware, and accessories to ensure security and productivity in the center
Prepare clear, concise, timely and accurate reports (including police reports) by leveraging data analytics. Compose data driven recommendations for stakeholders of all levels of the University
Protect data confidentiality and integrity by implementing appropriate information security policies and regulations
Troubleshoot and perform preventative maintenance on public safety technology camera systems. Initiate site surveys to determine optimal and ethical camera placement and ensure coverage in critical areas
Ensure computer terminals are operational and updated regularly. Control, monitor and maintain operations of fusion center software
Resolve technical requests concerning software from external and internal stakeholders to maintain productivity. Assist colleagues to resolve technical issues
Use available access control systems to provide additional investigative information. Use systems to deny or provide access to individuals or groups during emergency situations when necessary. Act as an investigative resource for the Detective Bureau and Patrol Divisions
Apply criminal justice principles and legal protocols while adhering to agency policies and exercising technical expertise in the capture, processing, and storage of data and security videos. Interpret and communicate relevant University and Departmental policies and procedures as they relate to crime analysis, law enforcement operations and use of intelligence networks and databases
Assist in the development and implementation of strategies, protocols, and procedures to enhance the effectiveness and efficiency of the RTIC operations. Participate in training exercises, drills, and simulations
Observe, detect, and appropriately report elements of crime that are observed through security cameras to responding officers’ and METCAD. Recognize suspicious behaviors and circumstances appearing on live feeds. Document date, time and camera location or digitally record those activities when appropriate
Monitor public safety radio transmissions and calls for service on CAD (Computer Aided Dispatch) screens
Scan security cameras for the purpose of anticipating and investigating emerging and evolving events; not for the purpose of responding to callers or officers. Conduct follow-up investigations assigned
Communicate critical facts and evolving circumstances clearly and effectively - both verbally and in writing - during and immediately following a police response to crime which is often during dynamic and high-pressure conditions. Rapidly identify key data points such as precise locations, nearby security cameras, and relevant call-related data during a call for service
Serve as a liaison with local law enforcement agencies to support joint crime prevention initiatives, including the integration and analysis of incident reports from surrounding jurisdictions that may impact local safety efforts. Provide real-time video monitoring during special events and large gatherings. Offer testimony in court proceedings and student disciplinary hearings as required

Qualification
Required
High school diploma or equivalent
One (1) year of work experience in IT‐related functions such as hardware/software support, programming, network design, network engineering, IT systems integration, or closely related field. College coursework which includes Information Technology (IT), IT Management, Programming, IT systems, or a closely related discipline may be substituted as follows: 30 semester hours equals one (1) year, Associate's Degree (60 semester hours) equals eighteen (18) months, 90 semester hours equals two (2) years, Bachelor's Degree (120 semester hours) equals three (3) years)
Demonstrated experience working in law enforcement, emergency services, intelligence analysis, or related field
Strong analytical and critical thinking skills, with the ability to quickly assess and prioritize information in a dynamic and high-pressure environment
Proficiency in using analytical software tools and databases
Excellent communication skills, with the ability to convey complex information clearly and concisely in both written, verbal, and electronic formats
Ability to work effectively both independently and as part of a team, with a strong commitment to collaboration, professionalism, and integrity
Flexibility to work rotating shifts, including nights, weekends, and holidays, as required
Ability to work in a collaborative and diverse team environment
Ability to solve complex analytical problems, utilize good organizational skills, and comfortable managing multiple priorities
Excellent written and verbal communication skills to a variety of audiences (management, peers, users and stakeholders)
Working knowledge of local streets, buildings, and geography
General knowledge of local, state, and federal laws
Working knowledge of the police department organization
Familiarity with department policy, rules, and procedures
Interacting positively, impartially, and courteously with all people
Preferred
Two (2) years of experience in law enforcement, intelligence analysis, or a related field with demonstrated proficiency in data analysis and interpretation
