Responsibilities
Lead development of non-technical proposal sections, including but not limited to: Executive Summaries (non-technical), Management Approach, Staffing & Key Personnel narratives, Past Performance narratives, Corporate Experience, Quality Assurance, Risk Management, and Transition Plans
Collaborate closely with technical SMEs to align messaging across all proposal sections
Translate complex ideas into clear, persuasive, and compliant narrative content
Own proposal compliance from start to submission: Ensure strict adherence to RFP/RFQ instructions, evaluation criteria, and page limitations
Perform detailed compliance matrices and cross-checks
Conduct thorough proofreading and quality reviews, ensuring: Grammar, spelling, and syntax accuracy, Consistent formatting, styles, fonts, spacing, and headers, Clean, professional, submission-ready documents
Ensure final proposals are submission-ready with zero compliance risk
Meet aggressive production targets of approximately 8-10 proposals per month, depending on size and complexity
Work efficiently under tight deadlines and manage multiple proposals simultaneously
Maintain proposal calendars, inputs, and version control in coordination with internal teams
Proactively identify potential teaming partners (e.g., niche SMEs, small business primes, large integrators, OEM/service partners) aligned to opportunity requirements, NAICS, set-aside, and past performance gaps
Build and maintain a Partner Bench (capabilities, past performance, contract vehicles, set-asides, rates, POCs, responsiveness score)
Coordinate teaming artifacts with leadership/contracts (NDA, TA, Workshare, capability crosswalk, resume collection, past performance requests)
Manage partner inputs for proposals (SOQs, resumes, past performance, management approach contributions) and ensure they meet formatting and compliance requirements
Maintain a Teaming Tracker with status, actions, owners, and deadlines
Execute follow-ups (status checks, debrief requests, Q&A tracking) and log outcomes
Ensure Cloud7Works stays visible and responsive after submission
Qualification
Required
5+ years of experience writing proposals, preferably in federal or government contracting environments
Strong experience with non-technical proposal sections and compliance management
Excellent written communication skills with exceptional attention to detail
Proven ability to manage multiple deadlines and deliver high-quality work under pressure
Highly proactive, self-driven, and accountable
Comfortable working remotely with distributed teams
Experience supporting teaming (NDAs, teaming agreements coordination, workshare inputs, partner data collection)

Preferred
APMP certification (Foundation, Practitioner, or Professional) preferred but not required
Experience supporting IT services, systems integration, or professional services proposals
Prior experience in Technical Writing is preferred
Strong working knowledge of proposal tools, templates, and compliance matrices
Prior experience using AI tools in proposal development or a strong willingness to learn and adopt AI
