Responsibilities

Performs assignments in technical processes for the Safeguards & Security Personnel Security program
This position will be responsible for assisting management in leading Clearance personnel in the execution of their day-to-day duties
Assists management with planning, execution, and sustainment of initial, reinvestigation and clearance processing and Homeland Security Presential Directive 12 (HSPD-12) Sponsor and Security Officer activities in support of clearance and Uncleared Personal Identity Verification (UPIV) activities
Notifies management of clearance processing issues and concerns, performs customer service activities, and interacts and communicates with federal and contractor personnel in support of security programs
Maintains accurate database records and runs database queries
Following guidance from management, initiates and controls the actions of the workgroup and assists in maintaining team focus to accomplish tasks to standard
Attends virtual meetings led by the Service Center to ensure Pantex is connected with current trends and new initiatives in clearance processing
Ensures qualification cards and training documents are current and assists management in verifying the knowledge and technical competence of the clearance specialists
Processes initial clearances and reinvestigations and ensures processing goals and priorities are communicated to clearance team as determined by management
Administers the Standard Form 312 (SF-312), conducts comprehensive briefings and termination briefings and ensures the clearance team is qualified and authorized to perform these tasks
Consults and assists the Foreign Ownership, Control or Influence (FOCI) Coordinator with clearance and access aspects of cleared subcontractors
Provides advice and assistance on the clearance process to site personnel
Prepares data and responds to data calls for Personnel Security management as well as Pantex Field Office (PFO) oversight
Provides guidance to the clearance processing staff on security clearance actions and to the badging staff on badging actions for newly cleared personnel as well as upgrades, downgrades, suspensions, and revocations
May serve as an instructor for certain security courses, and assists with updates of training materials as depicted in Department of Energy (DOE) Order 470.4C and related documents
Handles minor personnel matters associated with the work group, and makes recommendations to management
Provides guidance and personal interaction to promote positive work environment and encourages individual involvement
Identifies and assists in solving problems within the work group
Trains clearance staff in USAccess, electronic application (eAPP), applicant processing, clearance termination processes, and assists with ongoing employee development
Makes decisions within the work group and provides recommendations to management
Ensures resources are available to employees
Contributes to safety, security, and quality and customer service attitude and expectations for performance
Performs process troubleshooting
Works as an integral team member with effort directed toward achieving Personnel Security Program goals

Required

Bachelor's degree: Minimum 2 years of relevant experience. Typical experience ranging from 4 to 7 years
Master's degree: Minimum 1 year of relevant experience
OR applicants without a bachelor's degree may be considered based on a combination of at least 10 years of completed education and/or relevant experience
Requires a Q clearance; however, all qualified candidates will be considered regardless of their current clearance status
The ability to obtain and maintain a Department of Energy Q clearance is required
Position may require entry into Materials Access Areas (MAA) and participation in the Human Reliability Program (HRP)
If HRP is required, candidate must complete a counterintelligence-scope polygraph, pursuant to 10CFR 709

As an employee, you may be required to receive and maintain a security clearance from the United States Department of Energy in order to meet eligibility requirements for access to sensitive information or matter

Preferred

Must have general knowledge of to include Badging, Clearance Processing, Security Awareness, and Homeland Security Presential Directive 12 (HSPD-12) Badging Program
Knowledgeable of applicable Department of Energy (DOE) Orders and Directives and assist supervision with assessments, surveys and audits
Must be proficient in all applicable DOE, Federal, and PanTeXas Deterrence (PXD) Databases
Requires proficiency in written and oral communication skills, computer skills and management techniques
Position requires demonstrated skill in: planning, compiling, and analyzing data
Facilitating meetings involving complex issues requiring the ability to direct other professional staff members
Analyzing a given situation
Identifying causes and proposing a course of action for correction
Presenting information clearly and effectively through the oral and written word; and exercising initiative, independent judgment, and discretion under limited supervision
The employee must have interpersonal skills with the ability to relate to others, build rapport, and establish positive working relationships and demonstrated proficiency with word processing
