Cybersecurity & Network Operations Manager
The Town of Oro Valley is looking for a Cybersecurity and Network Operations Manager to safeguard its technology environment. This role involves overseeing cybersecurity operations, network infrastructure, and resilience for critical services supporting police and water operations, while leading a team and ensuring compliance with applicable standards.

Responsibilities
Leads and manages the Network Operations (NetOps) Division, including cybersecurity operations, network engineering, systems administration, and service desk functions
Provides regular reporting on KPIs, SLAs, cybersecurity posture, incident response metrics, system uptime, and compliance requirements
Oversees staff hiring, performance evaluations, coaching, development, and adherence to Town policies and IT operational standards
Serves as escalation point for complex cybersecurity, network, and infrastructure incidents
Ensures strong customer service delivery to Town Council, executive leadership, and internal departments
Directs the Town’s cybersecurity program including security monitoring, EDR/XDR, SIEM operations, vulnerability assessment, incident response, and threat mitigation
Implements security frameworks and controls aligned with NIST CSF, CIS Controls, and CJIS requirements
Oversees identity and access management (IAM), including privileged access, MFA, SSO, and Zero Trust principles
Conducts risk assessments, cybersecurity tabletop exercises, policy development, and business continuity planning
Ensures compliance with HIPAA, CJIS, PCI, and other regulatory requirements related to information security
Designs, maintains, and secures enterprise network infrastructure including LAN/WAN, SD-WAN, firewalls, VPN, Wi-Fi, and cloud-connected systems
Oversees server, virtualization, storage (SAN/NAS/VSAN), backup, disaster recovery, and high-availability environments
Manages monitoring systems for proactive detection of performance, availability, and security issues
Performs hardware and software upgrades for network, server, and security appliances
Maintains comprehensive system documentation including network diagrams, asset inventory, standards, recovery procedures, and configuration baselines
Plans and manages the NetOps Division budget, including capital projects and lifecycle management
Oversees vendor relationships, SLAs, contract compliance, and procurement of network and security technologies
Supports enterprise technology planning, evaluating new systems, and developing multi-year infrastructure and cybersecurity roadmaps
Leads projects using ITIL, Lean, Agile, and DevOps principles where applicable
Provides advanced technical support to Town staff as needed; ensures timely and professional response to operational incidents including after-hours emergencies
Oversees AV systems support for Council Chambers, conference rooms, and public meetings
Supports Town Council meetings and other civic events requiring IT involvement
Qualification
Required
Ability to communicate effectively both verbally and in written communication
Ability to establish and maintain effective working relationships
Knowledge of, or ability to learn, Town and Department policies and procedures
Advanced knowledge of cybersecurity principles, threat detection, incident response, vulnerability management, EDR/XDR, SIEM, and network defense tools
Expertise in Microsoft enterprise technologies including Active Directory, Azure AD/Entra ID, Group Policy, DNS, DHCP, and modern authentication
Strong knowledge of TCP/IP networking, routing/switching (OSPF, BGP), VLANs, QoS, VPN, MPLS/SD-WAN, and SNMP
Experience with firewalls, IDS/IPS, next-gen security appliances, and Zero Trust network concepts
Strong background in server virtualization, storage platforms, backup solutions, and business continuity
Familiarity with cloud infrastructure models and cloud security best practices (Azure, M365, SaaS platforms)
Experience supporting AV systems, VoIP technologies, and modern telecommunication platforms
Ability to lead technical teams, develop staff capabilities, and manage competing priorities
Skilled in incident command, crisis management, and clear communication during outages or security events
Strong documentation, analytical thinking, and problem-solving skills
Ability to build strong relationships and communicate effectively with both technical and non-technical stakeholders
Bachelor's degree from an accredited college or university in Information Technology, Computer Science, Cybersecurity, or a closely related field
Five (5) years of progressively responsible experience in network administration, cybersecurity, or infrastructure operations in an enterprise, multi-site environment
Two (2) years of supervisory or team-lead experience
An equivalent combination of education, experience and industry-recognized certifications may be substituted for years of experience (e.g., CISSP, CISM, CEH, CCNA/CCNP, Security+, CySA+, MS-500, AZ-500)
Preferred
Professional certifications such as CISSP, CISM, CCNP, Security+, CySA+, CASP+, Azure Security Engineer, Microsoft 365 Security Administrator
Project management certification (PMP, Lean Six Sigma, Agile, ITIL)
Experience working in government IT, public safety environments, or CJIS-regulated environments
