Contracts and Grants Analyst (Companion)
The County of Riverside's Housing and Workforce Solutions is seeking a Contracts and Grants Analyst for the Office of Homeless Services. The role involves supporting the development, execution, and monitoring of agreements and contracts for housing and homeless services programs.

Responsibilities
Manage and administer departmental contract operations, including procurement and services planning, financing, evaluation of proposals, and negotiation of contract terms and conditions; recommend a wide range of awards; conduct contract negotiations and renewals
Represent the County and the department by acting as a liaison between the department and contractors/service providers to ensure that contracts and grants satisfy all legal and liability considerations
Compete for or solicit funding from federal, state or other sources; provide technical assistance to department managers and to contract agencies; write grant proposals and applications; monitor grant implementation for budgetary and operating compliance to grant stipulations
Formulate and revise departmental policy and procedure on contracting; ensure fiscal compliance of all contracts and grants; ensure compliance with appropriate federal, state and County regulations
Review and monitor all service and revenue contracts; review purchase orders for expenditures
Coordinate all initial and follow-up contract site visits; advise contractors of appropriate compliance in regard to contracts and grants; ensure that contractors maintain current valid business licenses and sufficient insurance coverage
Monitor the development of and provide guidance to the department for all requests for proposals (RFP's) for new programs; write grants, proposals and narrative and statistical reports
Serve as mediator between private industry and the department; assure that department managers perform contractor evaluations as required by County policy
Prepare and/or review Board Letters (Form 11's) and related supplemental paperwork in support of contracts for the Board of Supervisors; prepare analytical reports, correspondence, and memoranda; distribute and/or deliver such documents to appropriate managers and Department Heads for approval and signature
Prepare budget requests for assigned staff and programs; supervise and train subordinates, as required
Qualification
Required
Graduation from an accredited college or university with a bachelor's degree in business or public administration or a closely related field
Three years of preparing and processing state or federal contracts, purchases of service contracts, processing or preparing grant applications, conducting competitive bids, formulating policy and procedures, and negotiating contracts with private industry
Knowledge of grant proposal writing, application and monitoring techniques, and policies and procedures
Knowledge of contract preparation and negotiation techniques
Knowledge of proper contract format and legal language used in contracts
Knowledge of governmental regulations regarding contracted services and competitive bidding process
Knowledge of county, state and federal government general administrative structures and processes
Knowledge of principles of business and public administration
Knowledge of accounting and budgetary controls, basic analysis and research techniques
Knowledge of computer applications pertaining to procurement and business requirements
Knowledge of principles and practices of management and supervision
Ability to write clearly and accurately to identify and describe technical procedures, service delivery methodology and billing procedures
Ability to read, understand, interpret, and apply provisions of federal, state, and local legislation and regulations pertinent to contractual agreements for services
Ability to use communication skills and techniques required for contract negotiations
Ability to analyze and evaluate contracts, budgets, grant proposals, government grants, and contractors performance/compliance
Ability to problem solve and resolve differences between contractors and the department
Ability to direct and supervise the work of others
Ability to monitor contract services and assure quality
Possession of a valid California Driver's License
Preferred
Previous experience in development and with managing agreements/contracts
Knowledge of federal and state programs, guidelines, and compliance
Strong written skills
Proficiency with Microsoft Office Suite and Adobe
Previous experience with housing and homeless grants and programs
Experience in procurement
