AIRPORT ENGINEER

State of Arizona Enterprise Technology (ASET) is seeking an Airport Engineer to be part of an innovative team driving a safer transportation system. The role involves managing construction projects, providing technical support, and representing the agency in various meetings while ensuring compliance with engineering standards.

Responsibilities

Be a part of an innovative and collaborative team driving a safer transportation system for Arizona
Manages/Supervises through non-professional level subordinate supervisors, less complex construction projects, or assists Senior Resident Engineer on highly complex construction projects
Work involves engineering analysis, airport or structures design, traffic engineering, maintenance, construction, or traffic engineering, which may include supervision of administrative units or function; OR acts as one of a small number of technical staff experts engaged in professional engineering consultative work requiring possession of special knowledge and application of engineering practices, and representing the agency before the public and other agencies, consultants, and contractors
Serves as the state technical and administrative authority for airport design and construction grants
Provides engineering and administrative inspection, audit, and review and oversight of ADOT airport development
Provides leadership, coaching & technical support to subordinate staff; ensures compliance with the Department's Quality Initiative
Represents the District and ADOT at operations and permits meetings when subject is sufficiently complex
Represents the District and ADOT at meetings with local government agencies, private and corporate stakeholders, internal and external committees
Interacts with public and private stakeholders to address variety of operations and permit issues while maintaining ADOT's interests and ensuring compliance with statutory obligations
Act as first line of escalation for technical staff
Oversees development of 5-year plan, pavement preservation plan and other related programs
Prepare annual recommendation for the District's airport operations program
Directs the operations process including attending field reviews
Coordinate with the Development Group, Regional Traffic Engineering, Federal Agencies & other government entities
Operation of a state vehicle will be required
Other duties as assigned as related to the position

Required

Arizona PE Licensure is required for this position
Valid Arizona Driver's License with acceptable 39 month MVR
Knowledge of principles and practices of civil engineering applied to construction of the state airport system
Knowledge of Federal, State, ADOT and relevant local standards pertaining to airport construction, environmental protection, public relations, safety, personnel supervision, procurement, vehicle operation and fixed asset management
Knowledge of relevant computer applications, including but not limited to: Pen, CPE, SATS, Contract Card, Price Adjustment
Knowledge of Microsoft Office, Google Workspace, FAARFIELD, Adobe Pro, DocuSign
Skill in research, analysis, and interpretation of a wide range of highly technical airport construction standards and procedures
Skill in development and implementation of appropriate field office priorities and procedures related to airport construction material sampling and testing, project inspection, and contract administration
Skill in effective oral and written communication skills encompassing a broad spectrum of administrative and interpersonal relations and responsibilities
Skill in work management and leadership
Skill in problem solving, negotiation, mediation, conflict resolution, and motivational skills
Ability to safely drive an ADOT vehicle
Ability to communicate clearly and concisely with a wide range of professional and government representatives, outside agencies, stakeholders, ADOT management, and the public
Ability to respond to verbal and written questions from the public and governmental representatives
Ability to work outdoors for extended time, exposed to heat, cold, dust and noise
Ability to analyze and evaluate a wide variety of engineering data to develop and implement appropriate standards, practices, procedures, and priorities for work assignments and complex projects

Preferred

Master's degree in Civil Engineering, Public or Business Administration, or other field closely related to ADOT airport construction and/or contract administration
Knowledge of ADOT project Development Process and a minimum of two (2) years of experience managing transportation projects
Excellent communication and computer skills
