Responsibilities

Provide high-level support to an individual commissioner ensuring that the commissioner’s administrative and policy needs are met. Responsible to the commissioner for meeting coordination, review of board session documents and contracts ensuring the commissioner’s interests are represented and questions resolved; provides proper documentation, presentation materials, and ensures accurate and timely distribution of information to the commissioner(s)
Independently write quality communications on behalf of the commissioner, including but not limited to letters, issue briefs, position papers, articles, press releases, newsletters, opinions, legislative testimony, and speeches on a wide range of issues and on subjects that require in-depth research, analysis, and exceptional writing skills
Research and respond to constituent calls and emails, coordinate commissioners’ communications with other senior policy analysts and other employees as needed. Work with the commissioners on social media posts and coordinate with others on countywide media issues. Follow county policies and procedures
Provide staffing to special task forces, committees, and advisory boards; organize, direct, and prepare comprehensive reports and presentations; provide updates and final reports to the assigned commissioner and may present to the Board of Commissioners and/or the Chief Administrative Officer. Responsible for managing public records requests, writing policies/procedures, grant applications, and organizing and staffing the commissioners’ community off-site board sessions and town hall meetings and presentations
Attend commissioner meetings when appropriate; assist in the preparation of materials for the commissioners’ meetings, includes meeting coordination and completing paperwork for board session, management update, work sessions and other commissioner proceedings. Staff special projects and/or events, provide meeting support at community meetings; and may represent the county and participate on external committees
Work at various county and community sites

Required

Bachelor's degree with major coursework in public policy, public administration, business administration or a closely related field
Four years of progressively responsible experience in management or policy analysis and development for a governmental organization, including two years in the specific specialty field of the recruitment (i.e. governmental relations, public policy, economic development, housing and community development)
Any satisfactory combination of work, education, training, or experience relevant to the position, as determined by Marion County
The finalist for this position will be required to pass a criminal history background check; however, conviction of a crime may not necessarily disqualify an individual for this position
This assignment is not represented by a union
This is a full-time position, which is not eligible for overtime
Must be available 24/7 for county emergencies as essential staff and carry out duties as assigned
Knowledge of the principles and practices of public administration
Knowledge of organization and management practices as applied to the analysis and evaluation of policies, procedures, and public processes and issues
Knowledge of research methods and techniques
Knowledge of performance-based outcomes
Knowledge of county and departmental policies and procedures
Knowledge of municipal government, state statutes, administrative rules and the legislative process
Ability to investigate and analyze administrative and budgetary problems and develop recommendations
Ability to communicate and interact on a professional basis with elected officials, department heads, and county staff
Ability to identify issues impacting county policies or positions
Ability to interpret and apply complex policies and procedures
Ability to coordinate the priorities and activities of elected officials
Ability to assist in budget preparation
Ability to communicate effectively in both written and oral form
Ability to maintain effective relationships with elected and appointed officials, coworkers and the general public from diverse groups and backgrounds
Must be able to work independently and in a team setting
