Proposal Development Manager
Pacific Clinics is seeking a Proposal Development Manager to oversee the development of grant proposals and clinical initiatives that promote organizational growth and improved client outcomes. This role requires strong writing and project management skills, as well as collaboration with various teams to ensure proposals align with organizational goals.

Responsibilities
Manages the end-to-end development of grant proposals and funding applications, ensuring timely submission and alignment with funder requirements
Works with clinical and executive leadership to develop proposal narratives, logic models, outcomes, and budgets
Coordinates internal stakeholders to gather data, documentation, and content for funding requests and project reports
Leads or supports clinical projects such as program pilots, system enhancements, or quality improvement initiatives
Develops timelines, workplans, and tracking systems to ensure deliverables are met for both proposals and projects
Translates clinical concepts and community needs into compelling written materials
Supports outcome tracking and reporting related to funded programs or clinical initiatives
Collaborates with finance and development teams to ensure budget accuracy and sustainability planning
Develops briefing materials, summaries, and presentations for internal and external stakeholders
Participates in project evaluation efforts and contributes to continuous improvement processes
Qualification
Required
Bachelor's degree (BA/BS) in public health, social work, psychology, communications, or a related field and (5) five or more years of relevant experience required; or equivalent combination of education and experience to include:
Minimum of (5) five years of experience in grant writing, proposal development, clinical program management, or related roles
Experience managing cross-functional projects or initiatives in behavioral health or healthcare
Strong understanding of clinical documentation, evidence-based practices, and client-centered program models
Proven track record of securing funding through successful proposal development
Familiarity with government and foundation funding sources (e.g., DHCS, SAMHSA, county contracts)
Strong organizational, writing, and communication skills
Preferred
Experience with project management tools and software preferred
Knowledge of health equity, trauma-informed care, and community mental health models is a plus
