Education and Administrative Coordinator

NEOGOV is seeking an Education and Administrative Coordinator to support the Soil and Water Conservation District’s mission. This role involves developing, coordinating, and delivering educational programs and outreach activities, as well as providing administrative support to the department.

Responsibilities

Assists the SWCD Board by preparing information for their monthly meetings, developing relevant publications and relaying necessary correspondence
Performs a variety of administrative functions pertaining to County government, along with state-funded grants and programs by assisting with the development of the County budget, and handling disbursements and receipts of funds throughout the fiscal year
Assists walk in clients as needed and distributes relevant information, and/or directs them to the appropriate agency
Receives calls for the department; ascertains nature of business and directs to appropriate authority for disposition
Assists in the planning, scheduling and execution of educational activities
Serves as liaison between various departments and boards; attends meetings and takes and transcribes minutes
Produces, publishes and distributes the district's newsletters, press releases, brochures, advertisements, monthly reports, and annual reports
Assists with the development of the department's budget, along with other financial record keeping
Prepares various County financial forms and District paperwork- including time sheets, supervisor travel forms, various forms required for elected/appointed officials and District staff, Board meeting minutes, strategy plans, spot check forms, long range plans, quarterly billing, and other state-required paperwork
Completes forms, applications and reports necessary for department
Maintains all office files, records, procedure manuals, etc
Arranges for travel for Board members and staff to meetings, and students and advisors to the state Envirothon competition, and Resource Conservation Workshop at NC State University
Enters data into system
Creates memoranda, programs, brochures, newsletters and booklets as necessary; submits to media
Coordinates department special events and programs
Attends SWCD, NC Association of SWCDs, NRCS and other professional meetings, classes, workshops, lectures, etc. as appropriate, to enhance and maintain knowledge of soil and water conservation practices, technical and administrative procedural changes with federal, state, and local requirements
Attends County department head meetings in absence of the District Director, as needed
Serves on professional committees as needed, such as the Area 1 Education committee
Performs other related duties as assigned

Required

Associates degree and two (2) years of related experience, or equivalent combination of education and experience
Ability to obtain department specific certifications as required
Driver's License valid in the State of North Carolina
Successful completion of SBI background check with required fingerprinting by Sheriff Office
Successful completion Transylvania County standard background check
Successful completion drug screening
Knowledge of standard office practices, procedures, equipment and office assistance techniques
Knowledge of department functions, organization and policies
Knowledge of business English and spelling
Knowledge of the functions, methods, policies and responsibilities of area of specialty
Ability to maintain confidential records
Ability to lay out and type forms and tables
Ability to operate data entry and personal computer equipment, type and transcribe dictation at a reasonable rate of speed
Ability to establish and maintain effective working relationships with associates, outside agencies and the general public

Benefits

$50 per month premium paid by the employee / county pay remaining portion
Employee can cover children/spouse/family at their own cost for medical coverage $77.56/$265.92/ $426.28 per month. In addition to the $50 per month for the employee.
Employees may qualify for a $50 per month discount.

Routine eye examinations only are covered annually for a BCBSNC network provider.
Prescription Drugs – 4 Tiers - $5 generic/ $45 preferred / $60.00 non preferred /4th Tier is 25% up to a max of $100.00./ Mail order is available @ 2.5 co-pays for a 90 day supply. 90 day supply at pharmacy.
Dental Insurance– Can choose different level of coverage than Medical

Employee is covered under the dental coverage at no cost.
Provides 2 routine cleanings and exams with no deductible
For other services a $50 plan year deductible
Supplemental Insurance Products – Mark III Brokerage assists the county to provide a full-array of supplemental products such as Health and Dependent Care FSA accounts, Cancer Policy, Short-term and Long-term Disability, Term Life, Universal Life, Accident or Illness Policy, Hospital Indemnity, and a Vision Plan.
Electronic Payroll Deposit - County Employees are paid bi-weekly, 26 times per year.
Retirement - NC Local Government Employees Retirement System – All full-time employees contribute 6% of their gross earnings and the County matches the contribution.
401K – Empower Retirement – 2% Employer Contribution, Voluntary Contributions, Rollovers, etc.
457 – Nationwide Retirement Solutions - After 5 years of full-time service the County will provide a contribution of $57.69 per payroll / $1500 per year for employees.

Paid Vacation/Annual Leave– 1-2 years = 10 days; 3-5 years = 12 days, 5-10 years = 15 days, 10-15 years = 18 days, 15-20 years = 20 days; 20 + years = 24 days.
