Temporary Civil Engineer - New Business Water Distribution Engineering

California Water Service is seeking a Temporary Civil Engineer within the New Business Distribution Group to focus on designing and planning water infrastructure for new development projects. The role involves creating water facility designs, evaluating district needs, and developing strategic plans while collaborating with various stakeholders.

Responsibilities

Responsible for developer-funded projects requiring engineering such as main extensions (New Business), utility relocations, distribution standards and related support to operations
Performs Cost/Rate revenue analysis on main extension projects governed by Rule 15
Performs design of water supply, distribution, and transmission facilities
Performs meter sizing calculations
Oversees and manages the work of external consultants
Provides district and interdepartmental support
Participates in the development of processes and standardized approaches for the New Business Distribution group
Performs calculations such as sizing storage tanks, sizing pipes, calculating losses and calculating available fire flow
Travels to Company districts as needed to visit new business project sites and to discuss project specifics with developers
Performs follow-ups and coordinates meetings to understand project requirements and document districts' needs
Participates in presentations to internal and external staff regarding proposed New Business-related topics
Participates in and supports the Company's Continuous Improvement program and projects
Performs other duties as assigned, as appropriate for the classification
Occasionally directs the work of technicians
Operates a provided company vehicle for travel to field locations
Performs work on-site in assigned office location

Required

Bachelor of Science degree (4 year) in Engineering or related field from accredited college or university
Valid California Class C Driver's License
Two years of experience working in an engineering capacity with water system planning, design, construction, and cost estimating is highly desirable
Excellent verbal and written communication skills, including the ability to write clear and concise project justifications, procedures, and detailed instructions
Ability to communicate well with others and maintain effective working relationships, both verbally and in writing, using both technical and non-technical language
Strong project management skills, including knowledge of scheduling, prioritization, and coordination
Ability to efficiently manage and prioritize multiple projects and tasks
Ability to make technical decisions and provide technical assistance when needed
Ability to estimate the cost of projects to develop high-level budgets
Public presentation and speaking skills
Communication with internal and external stakeholders

Preferred

California Professional Engineer registration is preferred and EIT registration is strongly preferred
Knowledge of water systems modeling, design, engineering, and operations is preferred
Knowledge of PUC - RULE 15 preferred
Experience with GIS and hydraulic modeling is highly preferred
Experience and a high level of competency with Microsoft Office, particularly Word, Excel, PowerPoint, and SharePoint
Experience with WQ regulations
