THECB - Director I (SFAP Loan Repayment)
Texas Higher Education Coordinating Board is overseeing the Loan Repayment Assistance team in the Student Financial Aid Programs division. The role involves program oversight, team leadership, quality assurance, and data-driven decision-making to enhance operational effectiveness.
Responsibilities
Translates strategic objectives into operational plans and procedures for assigned program or service areas
Participates in the development and implementation of initiatives that support divisional and agency-wide goals
Identifies opportunities for efficiency, process improvements, and service enhancements
Supports risk identification and compliance efforts in coordination with division-wide risk management strategies
Contributes to internal and external communication strategies to strengthen stakeholder understanding and engagement
Provides direct supervision and oversight of assigned personnel and operational processes within a designated functional area
Oversee the execution of key operational tasks, ensuring adherence to established procedures, service standards, and timelines
Handles escalated inquiries and issues that require management-level intervention to ensure resolution
Monitors compliance with applicable laws, regulations, policies, and procedures
Implements quality assurance protocols and participates in internal reviews to ensure continuous improvement and accountability
Coordinates training and professional development activities for staff, including onboarding, cross-training, and ongoing education
Participates in or leads process improvement efforts, system updates, or special projects to enhance operational effectiveness
Collaborate with internal teams and external partners to maintain service alignment and support division-wide goals
Leads hiring, supervision, and evaluation of staff
Fosters professional growth, collaboration, and a culture of innovation and continuous improvement, while guiding organizational planning and team development
Manages workflows across the team's portfolios
Balances team capacity, assigns responsibilities, and ensures the team's activities are delivered with quality and on schedule
Serves as a representative of the operational unit in meetings, workgroups, and external engagements as needed
Exhibits professional behavior including appropriate workplace conduct, clear communication, ethical decision-making, and effective collaboration in all work interactions
Ensures work complies with all applicable regulations and internal policies, including Family Educational Rights and Privacy Act (FERPA) standards

Qualification
Required
Bachelor's degree from an accredited college or university
5+ years of progressive experience in student financial aid, higher education, the loan industry, financial sectors, or related environments demonstrating expertise and application of best practices with a proven ability to lead teams
Six additional months of full-time work experience administering student financial aid programs, student loan programs, or related loan or grant programs may substitute for 15 semester credit hours of required education, up to four years
A master's degree from an accredited college or university in Higher Education Administration, Public Policy/Affairs, Business Administration or related field may substitute for one year of work experience
Compliance Knowledge: Evaluates complex situations against detailed compliance requirements, analyzes processes and systems for compliance implications and risks, and develops monitoring procedures
Quality Assurance Methods Knowledge: Designs comprehensive quality frameworks, develops customized methodologies, and implements sophisticated quality metrics and monitoring systems
Technology Knowledge: Creatively uses technology in the deployment of daily responsibilities and develops efficient technological processes. Integrates different systems or platforms, analyzes data to inform decision making, and designs and implements technological processes or workflows
Documentation & Reporting Skills: Creates well-structured documentation for complex subjects, incorporates effective visual elements, adapts content for different audiences, and maintains consistency across related materials while implementing systematic approaches to validation and version control
Fiscal Management Skills: Performs complex financial analysis, such as forecasting, planning, evaluating costs, and controlling financial activities
Workflow Management Skills: Designs workflow management systems, implements prioritization frameworks, optimizes resource allocation across multiple workstreams, and leads improvement initiatives
Communication: Ability to use written and verbal communications skills strategically and creatively to achieve goals and outcomes that are mutually beneficial for all parties (e.g., persuading and influencing others, negotiating, resolving conflicts, presenting and facilitating effectively)
Critical and Analytical Thinking: Ability to synthesize information from multiple sources and perspectives, identify patterns and trends, challenge assumptions, test alternatives, anticipate consequences, and develop well-reasoned responses

Preferred
Master's degree from an accredited college or university in Higher Education Management, Public Policy/Affairs, Business Administration, or a related field
Experience working in a supervisory or lead role directing and assessing the work of others in the direct oversight and implementation of student financial aid or loan programs in Texas
Knowledge and understanding of state and federal laws, rules, regulations, policies, and procedures affecting student financial assistance, particularly the student financial aid programs administered by the Agency, and the ability to appropriately interpret and apply that knowledge
