Responsibilities
Review, analyze, and respond to FOIL requests in compliance with applicable laws and timelines
Interpret public records and transparency statutes and apply exemptions appropriately
Coordinate with internal departments to identify, collect, and review responsive records
Draft FOIL determinations, responses, and correspondence with requesters
Advise stakeholders on disclosure obligations, redactions, and compliance risk
Support appeals, litigation, or escalations related to FOIL responses
Maintain documentation and tracking to ensure compliance with recordkeeping requirements
Monitor changes in FOIL-related regulations and guidance
Qualification
Required
Juris Doctor (JD) from an accredited law school
3–7+ years of experience handling FOIL/FOIA matters, public records requests, or regulatory disclosure work
Strong knowledge of New York FOIL statutes and public records compliance requirements
Strong writing, analytical, and organizational skills
Ability to manage multiple requests and deadlines in a compliance-focused environment
Preferred
active New York bar admission
Experience working with government agencies, public authorities, or regulated organizations
