DIRECTOR OF INVESTMENT OPERATIONS - Range 24 / EXE
The Municipality of Anchorage is seeking a Director of Investment Operations (DIO) to lead day-to-day investment functions of the MOA Trust Fund. The DIO will ensure compliance, maintain liquidity, and optimize returns while coordinating with various Municipal departments and reporting to the Board of Trustees.

Responsibilities
Lead all day-to-day investment functions of the MOA Trust Fund, serving as Trust Manager under the AMC, IPS, and role-specific guidance
Coordinate across Municipal departments and act as the primary point of contact for all Trust operations
Ensure compliance with the IPS, maintain liquidity, and drive return optimization
Select and evaluate external investment managers and analyze financial and strategic issues impacting Trust outcomes
Regularly report to the Board including recommendations for policy and strategy enhancements
Apply deep institutional investment expertise while remaining fluent in current market developments
Support the Board directly, organizing training, operational resources, and staff needs
Include budget development and submission of Board-approved appropriations
Consult on other MOA investments with Board approval
Perform other duties as assigned
Qualification
Required
Masters degree in Business Administration, Finance, Public Administration, Economics or similar discipline and eight years of institutional investment management experience, four years of which must have been in a supervisory or senior level capacity
Bachelors degree in Business Administration, Finance, Public Administration, Economics or similar discipline and ten years of institutional investment management experience, four years of which must have been in a supervisory or senior level capacity
Associates degree in Business Administration, Finance, Public Administration, Economics or similar discipline and twelve years of institutional investment management experience, four years of which must have been in a supervisory or senior level capacity
Chartered Financial Analyst (CFA) designation and twelve years of institutional investment management experience, four years of which must have been in a senior-level capacity
Technical proficiency in Microsoft Office and large financial systems
