The State of Colorado is seeking a Program Accountant to provide accountable financial information for Human Services Programs. This professional accounting position will be responsible for generating, compiling, analyzing, and interpreting all accounting and reporting functions for assigned State and Federal programs.

Responsibilities

Accesses fiscal systems to produce, correct, audit, approve, and input financial and budget transactions that pertain to the Federal and State Programs

Assists program staff on expenditure/revenue related decisions

Advises on allowable activity within the Federal and State program from a financial perspective

Analyzes CORE data and creates ad hoc reports to ensure completeness and accuracy of financial reports

Analyzes procedures to determine if they are appropriate projects for automation

Reconciles all general and grant ledger accounts relative to all expenditures, revenue, obligations for all assigned programs, both federal and state

Determines if expenditures are allowable or unallowable

Works with programs to determine appropriate methodology to bring into compliance if out of compliance

Prepares and interprets system reports for all assigned programs, and Budget by utilizing a variety of excel spreadsheets

Assists program in budgeting process and proper spending activities

Monitors budget balances and resolves any problems with the budget division

Executes year end closing of all accounts related to programs assigned

Required

Six (6) years of relevant experience in an occupation related to the work assigned to this position, specifically accounting, finance, payroll

A combination of related education (coursework requires 27 semester hours completed in accounting or auditing) and/or relevant experience in an occupation related to the work assigned equal to six (6) years

Current, valid licensure as a CPA by the Colorado Board of Accountancy will count for six (6) years of the requirement

Strong analytical skills

Advanced proficiency in Microsoft Excel, including functions such as VLOOKUP, XLOOKUP, Pivot Tables, and data analysis

Completion and passing of an Excel skills test as part of the hiring process

Experience dealing with difficult situations and customers

2 years of supervisory experience

Demonstrated proficiency with Microsoft Office software, specifically Excel and Access and/or google products

Demonstrated experience working with CORE (Advantage)

Preference will be given to candidates with public-sector and/or government accounting experience

Demonstrated knowledge and experience with program accounting principles and practices with human-services related programs

Preference will be given to candidates who demonstrate having greater depth of experience and knowledge related to accounting principles and practices
