Program Manager

They are seeking an experienced Program Manager to provide strategic oversight, staff leadership, and quality assurance while managing grant activities and ensuring compliance with federal regulations.

Responsibilities

Provide overall leadership and off-site oversight for grants management staff, ensuring tasks are performed independently, accurately, and in accordance with established requirements
Coordinate staff work schedules, timesheets, leave requests, and workload distribution to ensure timely delivery of all assigned tasks
Address performance issues, resolve grievances, and take disciplinary action when necessary to maintain quality and accountability
Monitor staff performance and productivity, implementing corrective actions and process improvements as needed
Facilitate onboarding of new staff, ensuring completion of all onboarding requirements, documentation, and system access in a timely manner
Serve as the primary point of contact for all matters related to contract performance, task execution, reporting, and issue resolution
Communicate regularly with designated government representatives to discuss progress, workload, risks, and proposed resolutions
Prepare and submit required progress reports, status updates, and performance documentation
Ensure all work trackers, dashboards, and status reports are accurate, current, and submitted on schedule
Respond promptly to inquiries, concerns, or requests for clarification from stakeholders
Oversee and support drafting of Notices of Funding Opportunities (NOFOs) and ensure timely posting in applicable grant systems
Manage and review grant and cooperative agreement applications for compliance, clarity, completeness, and eligibility
Conduct and/or oversee budget analysis, cost evaluations, and funding reasonableness reviews
Perform risk assessments in accordance with applicable federal regulations, including 2 CFR Part 200
Review grant award recommendations for compliance with federal laws, regulations, and internal policy
Ensure preparation and submission of complete award documentation, including grant awards, budget memoranda, and risk assessments
Oversee creation and maintenance of accurate grant records in designated grants and financial management systems
Ensure compliant electronic award files are established and maintained
Provide guidance to internal staff, recipients, sub-recipients, and stakeholders throughout the pre-award process
Provide analysis and recommendations to support effective grant administration and oversight
Review recipient performance reports, reimbursement requests, and deliverables for compliance with award terms and conditions
Draft amendments, modifications, and supporting documentation for review and approval
Oversee monitoring of recipient performance, identifying risks or compliance issues and recommending corrective actions
Initiate and manage grant and cooperative agreement closeouts in accordance with applicable regulations and procedures
Serve as a subject matter resource for post-award grant management questions and issues
Analyze existing and proposed grants management policies, procedures, regulations, and guidance to identify impacts and improvement opportunities
Provide technical assistance reviewing grant-related documentation for compliance with applicable laws, NOFO requirements, and internal procedures
Support development and maintenance of standard operating procedures (SOPs), templates, guidance documents, training materials, presentations, and reports
Maintain and update grants-related databases, trackers, spreadsheets, and reporting tools to support oversight and transparency

Required

Bachelor's degree in a business-related field required
Minimum of ten (10) years of experience supporting or managing competitive federal grants, including pre- and post-award activities
Minimum of five (5) years of experience managing staff, including direct supervision and performance management
Strong knowledge of federal grants management regulations, including 2 CFR Part 200
Demonstrated experience overseeing pre-award, post-award, and closeout grant activities
Proven ability to manage multiple priorities, deadlines, and teams in a fast-paced environment
Experience with grants and financial management systems and electronic award files
Excellent written, verbal, presentation, and customer service skills
Strong leadership, personnel management, and project management capabilities
Ability to identify risks, recommend solutions, and drive continuous process improvement
