NEOGOV is seeking an Accountant V to join the Department of Budget and Fiscal Services in Honolulu. The role involves reviewing contracts, managing debt service across funds, preparing financial statements, and conducting financial data analysis.

Responsibilities

Monitor, review, reconcile and prepare journal entries for debt service
Prepare special reports, exhibits for the Budget and Fiscal Services Director's quarterly reports, and schedules for the Annual Comprehensive Financial Reports in accordance with Governmental Accounting Standard requirements
Analyze the general ledger accounts, and the revenue and expenditure transactions for all City funds except the enterprise funds
Supervise the Control Accounts Bookkeeper involved in processing contracts, petty cash and change fund control and Accounting Section inventory control
Performs other duties as assigned

Required

At time of application, you must be a citizen, national or permanent resident alien of the United States or a non-citizen eligible under federal law for unrestricted employment
Equivalent to graduation from an accredited college or university with a bachelor's degree in accounting or in business administration with courses in accounting. (Note: At least 12 semester credits in accounting or auditing courses is needed, six of which must be above the beginning or elementary course level from an accredited four-year college or university)
Four (4) years of progressively responsible work experience in professional accounting, including or supplemented by work experience demonstrating aptitude or potential
Supervisory aptitude or potential may be demonstrated through: Successful completion of regular or special assignments which involve some supervisory responsibilities or aspects; Serving as a group or team leader, or in similar work in which opportunities for demonstrating supervisory capabilities exist; Completion of training courses in supervision accompanied by application of supervisory skills in work assignments; Favorable appraisals by a supervisor indicating the possession of supervisory potential
Knowledge of principles and practices of commercial and governmental accounting
Knowledge of preparation and analysis of financial statements and reports
Knowledge of public fiscal administration including budgeting and financial reporting
Knowledge of accounting system and procedures of the assigned agency
Knowledge of principles and practices of supervision
Ability to devise and install accounting methods, techniques and procedures
Ability to plan, assign and direct the work of subordinates
Ability to prepare complete and accurate reports and standards
Ability to analyze data, detect errors and correct inconsistencies in accounting records

Preferred

A Master's degree in Accounting from an accredited four-year college or university will substitute for one of the required four years of professional accounting experience
