Responsibilities

Independently perform and oversee highly complex grants management activities across the full grant lifecycle, including pre-award, post-award, amendments, monitoring, and closeout
Serve as a subject matter expert providing technical advice, consultation, and interpretation of grants policies, regulations, and procedures to program staff and leadership
Apply expert knowledge of federal assistance regulations, including 2 CFR Part 200, to resolve complex and sensitive grants management issues
Lead development and review of Notices of Funding Opportunities (NOFOs) to ensure clarity, compliance, and alignment with program objectives
Conduct detailed budget reviews, price and cost analysis, and funding reasonableness assessments
Perform comprehensive risk assessments and document findings in accordance with federal requirements
Review grant and cooperative agreement applications for compliance, completeness, and eligibility
Prepare and assemble complete award packages, including grant agreements, budget memoranda, and risk documentation
Provide expert oversight and support for post-award administration of grants and cooperative agreements, including processing amendments such as schedule revisions and budget changes
Monitor recipient performance, progress reports, milestones, and deliverables to ensure compliance with award terms and program objectives
Review reimbursement requests and supporting documentation for allowability, allocability, and reasonableness
Lead or support grant and cooperative agreement closeout activities in accordance with applicable regulations and procedures
Create, maintain, and manage complete and compliant electronic grant files within designated grants and financial management systems
Ensure all grant actions, monitoring activities, and documentation are accurately entered and maintained in applicable systems
Utilize collaboration and document management tools to support tracking, reporting, and transparency throughout the grant lifecycle
Analyze existing and emerging grants management regulations, policies, and guidance, providing recommendations and policy interpretation as needed
Develop or contribute to standard operating procedures, templates, training materials, and guidance documents related to grants management
Provide training, technical assistance, and recommendations to program staff, recipients, and stakeholders to promote compliance and efficiency
Support special projects and other grants-related activities as requested

Required

Bachelor's degree
Minimum of eight (8) years of direct federal grants management experience including both pre-award and post-award activities
Demonstrated experience supporting competitive federal grant and cooperative agreement programs
Expert knowledge of federal grants management regulations, including 2 CFR Part 200 and the full grant lifecycle
Strong experience conducting budget reviews, cost/price analysis, and risk assessments
Proven ability to independently manage complex grant actions and resolve difficult or sensitive issues
Experience working with grants and financial management systems and maintaining compliant electronic award files
Strong written and verbal communication skills, with the ability to present analysis and recommendations to senior stakeholders
Proficiency with Microsoft productivity tools and collaboration platforms; ability to adapt to evolving technology environments
Highly organized, detail-oriented, and capable of managing multiple long-term grant actions simultaneously
