Responsibilities

Serves as the primary financial advisor to assigned Services, aligning budget, workforce, and operational strategies with business priorities
Collaborates with Finance, Human Resources (HR) and operational leaders to align financial goals with organizational strategies, workforce plans, and performance reports that promote accountability and data-driven management
Works with the (FP&A) team and ISD Service to deploy financial planning, forecasting and analytical tools that strengthen decision-making and operational performance
Provide insight and recommendations that optimize resource use, improve efficiency, and strengthen service delivery outcomes
Works with the FP&A and IT teams to enhance financial management tools, reports and dashboards, ensuring Service managers have access to timely, relevant, an actionable information
Supports change management efforts to improve financial processes, tools, and decision-making capabilities. Builds financial literacy among operational managers to strengthen departmental fiscal accountability

Required

Three years' experience in an administrative, advisory, or staff capacity dealing with the investigation and solution of procedural, personnel, budgetary, legislative, community, governmental or similar complex problems
A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions
Administrative is defined as work performed typically in an administrative services branch of an organizational unit, including responsibility for the development of procedures and participation in policy formulation
Experience at the level of independent responsibility for assignments of average difficulty analyzing and making recommendations for the solution of problems of organization, budget, personnel, information services, programs, facilities planning, materials management, and general management
Advisory or Staff capacity is defined as work performed in an advisory capacity to line managers to provide program and administrative support by doing research and making recommendations to administration for the solution of problems of organization, procedure, program, budget, or personnel

Preferred

Experience developing cost recovery models, service rates, and pricing methodologies that align costs with service outcomes
Strong background in financial planning, forecasting, and scenario modeling to support data-driven decision-making and operational strategy
Demonstrated ability to translate complex financial data into actionable insights, using dashboards, reports, and visual storytelling to communicate with non-financial audiences
Experience partnering with operational leaders to integrate finance, HR, and data considerations into cohesive business plans and resource strategies
Knowledge of County budgeting, cost accounting, and rate-setting principles, including familiarity with Chief Executive Office, Auditor-Controller, and departmental budget processes
Ability to analyze and improve business performance, assess financial and operational efficiency, and recommend strategies to enhance value and service delivery
Strong interpersonal and communication skills, with a proven ability to build trust, influence decision-makers, and provide consultative financial guidance at all levels of the organization
Demonstrated leadership ability to develop and mentor analytical teams, foster collaboration, and promote continuous improvement across functional areas
