Executive Human Resources Manager
The State of Wisconsin Department of Administration is seeking a strategic leader to join its human resources leadership team as an Executive Human Resources Manager. This role involves overseeing the implementation of statewide human resources programs and policies, managing Division operations, and facilitating communication across the Division.

Responsibilities
Developing, implementing, and administering statewide policies, programs, and strategic plans
Managing Division operations including directing the development and implementation of programs and initiatives; overseeing and evaluating the effectiveness of service delivery methods, procedures, and staffing levels
Facilitating effective and efficient communication and feedback across the Division
Managing and supervising Bureau Directors and designated DPM staff
Managing and monitoring the Division budget
Qualification
Required
Managing at least one of the following human resources program areas: employment relations (e.g., performance management, workplace complaints, workplace investigations, etc.), recruitment and staffing, compensation, classification, payroll/benefits administration, training and development, equity and inclusion, wellness/employee assistance
Interpreting and applying human resources laws, rules, policies and/or procedures
Directing the development and/or implementation of human resources policies, programs, and/or systems (e.g. driving key HR best practices and efficiencies, establishing key performance indicators, developing written plans with succinct deliverables and timelines, providing direction and guidance, executing HR strategies, etc.)
Analyzing/monitoring data/metrics to ensure effective implementation of human resources policies, Standard Operating Procedures, and/or programs
Supervising employees and/or other managers/supervisors (e.g. establishing performance goals and standards, evaluating performance, hiring, assigning work, etc.)
Preferred
Managing two or more human resources program areas
Directing/leading the development of strategic plans/initiatives for an organization (e.g. redesigning complex HR related programs, leading process improvement initiatives to streamline operations, facilitating organizational change, etc.)
Evaluating the effectiveness of service delivery methods and/or procedures (e.g. analyzing customer satisfaction surveys; determining patterns in service issues or successes; customer outcome tracking; analyzing goal achievement rates; performing process mapping/gap analysis, etc.)
Monitoring projects to ensure they are delivered on time and on or under budget
Supervising other managers/supervisors
Working in the public sector
