Manager, Professional and Organizational Development Programs, (Manager III, Grade M3)
Montgomery County Government is committed to building a talented and skilled workforce and is seeking a Professional Learning and Organizational Development Manager. This role involves planning and leading career development programs and training initiatives to enhance employee performance and support organizational goals.

Responsibilities
Create relevant curriculum and/or identify third-party training solutions to optimize performance and development of key capabilities
Enhance and/or develop professional development programs
Develop professional learning plans and pathways for all employees
Develop and deploy multiple and varied kinds of learning methods and programs, workshops and materials, suitable for in-person and/or virtual delivery, as well as e-learning and asynchronous training options
Develops and implements career development and other professional supports, including coaching mentoring job-shadowing, online training
Develop and implement a comprehensive performance management strategy to assure effective performance management
Conducting regular performance evaluations of individual employees or groups of employees to measure their progress toward meeting goals and achieving objectives
Qualification
Required
Graduation from an accredited college or university with a bachelor's degree
Five (5) years of progressively responsible experience in Training, Professional Development and/or Organizational Development, Education, Business Administration, or related human resources program management
An equivalent combination of experience and education may be substituted
In-depth knowledge of adult learning strategies, instructional design, and training methodologies
Effective leadership abilities to guide and motivate teams, departments, or individuals toward common organizational goals
The capability to analyze data and assess organizational needs, allowing you to develop targeted learning and development programs that align with the overall strategic goals of the organization
Excellent communication and interpersonal skills, with the ability to build relationships with stakeholders at all levels of the organization
Familiarity with learning management systems (LMS), e-learning platforms, and other technological tools that enhance the delivery and tracking of learning initiatives
Stay abreast of the latest developments in learning trends, changes in learning theory, and developments in learning technologies
Preferred
Knowledge and expertise utilizing principles and practices of personnel administration and management
Knowledge of FLSA, EEO and other Federal, State and/or County laws, regulations and policies affecting human resources
Skills and abilities related to development of human resources training and career development programming and administration
Experience providing executive level support to a director or senior official
Experience working tactfully, and effectively with elected/appointed officials, union representatives, employees, supervisors and managers, community leaders
Experience supervising, coaching and mentoring employees
Ability to communicate effectively both orally and in writing, including presenting complex information to high level officials and the public
Establishing and maintaining strong professional relationships with internal and external customers and partners
