Senior Rail & Railway Systems Engineer
Global Development Catalyst Inc. is seeking a Senior Rail Engineer to serve as the Lead Technical Expert for rail related due diligence activities. The role involves providing technical leadership across project screening, prioritization, and investment readiness assessments for rail investments.
Responsibilities
Lead technical due diligence of proposed rail investments including track, signaling, telecommunications, rolling stock, maintenance facilities, and safety systems
Assess technical feasibility, system integration, asset condition, performance, and lifecycle considerations
Review and interpret existing feasibility studies, engineering reports, asset registers, maintenance data, and operational performance metrics
Identify critical technical gaps, risks, and dependencies that affect investment readiness and deliverability
Provide budgetary estimates for solutions and interventions
Support initial project screening and shortlisting using pragmatic, evidence based technical criteria
Advise on technical readiness levels, implementation complexity, and alignment with defined program timelines
Provide input into cost ranges, implementation schedules, and high-level phasing assumptions
Evaluate conventional and electric signaling systems, interfaces, and safety performance
Assess locomotive and rolling stock fleets including availability, reliability, maintenance regimes, and modernization options
Review maintenance strategies, workshops, depots, and MRO concepts from a systems and lifecycle perspective
Work closely with economists, environmental and social specialists, and logistics experts to ensure integrated assessments
Participate in technical discussions with counterpart agencies and operators
Prepare clear, structured technical notes, risk summaries, and inputs to investment memoranda and board level materials
Qualification
Required
Bachelor's degree in Railway Engineering, Civil Engineering, Mechanical Engineering, Electrical Engineering, or related discipline
Minimum 15 years of professional experience in railway engineering or rail systems
Demonstrated experience leading or contributing to rail project due diligence, feasibility studies, or major investment appraisals
Hands-on exposure to at least three of the following areas: Rail infrastructure and track systems, Signaling and train control systems, Locomotives and rolling stock, Rail operations and asset management, Maintenance facilities and MRO planning
Strong understanding of railway system integration and operational interfaces
Ability to assess asset condition, performance indicators, and maintenance data
Familiarity with capital cost estimation at order of magnitude level and implementation scheduling
Sound judgment in identifying technical risks and mitigation measures within constrained delivery timelines
Clear and concise technical writing for non-specialist decision makers
Ability to work in multidisciplinary, fast paced project environments
Strong analytical skills combined with practical, delivery-oriented thinking
Preferred
Advanced degree in a related engineering discipline
Experience in Southeast Asia or similar operating environments – preference for Indonesia
Prior work with state owned railway operators
Exposure to donor funded or internationally financed infrastructure programs
