Human Resources Specialist I/II/III, (Classifier, Grade N18, N22, N25)

Responsibilities
Collaborating with HR colleagues, department managers, and other stakeholders to investigate and address pay discrepancies, providing data-driven recommendations for fair and equitable compensation practices
Conducting analysis of position descriptions to determine correct placement on the Montgomery County Classification Plan; appropriate designation per the Fair Labor Standards Act (FLSA); and appropriate allocation of positions in compliance with federal, state, and EEOC requirements as well as collective bargaining agreements
Conducting comprehensive job classification studies, collecting and analyzing relevant data, and reporting your findings for assigned projects; ensuring positions have the appropriate job titles, salary structures, and differentials
Presenting insights and recommendations regarding job classification, salary structures, and differential pay to relevant stakeholders
Gathering information and insights for documentation and tracking regarding industry trends, best practices, and regulatory changes
Reviewing and understanding the terms and conditions outlined in laws, regulations, and collective bargaining agreements as they relate to classification and compensation practices for both represented and non-represented County employees
Preparing recommendations and final decision memoranda regarding the outcomes of classification or compensation studies, actions, or requests
Completing external salary surveys from requesting agencies and trusted consulting partners, distributing the survey data to relevant stakeholders within the organization, and utilizing the data for compensation analysis to make recommendations on the County's compensation competitiveness in comparison to the labor market
Analyzing data and information collected from job audits and/or group classification surveys to determine appropriate action
Preparing position descriptions, audit or survey reports, position evaluations, and recommending classification actions
Identifying benchmarks and converting raw data into comparable metrics as needed to accurately compare jobs for the purpose of establishing a commonality for comparison
Review and validate information for processing with primary focus on position management and job classifications
Process position transactions and updates – Serve as a primary resource on classification and position management documentation for department and OHR transaction processing
Audit and reconciliation of positions – preparing, organizing, and reporting data/information in response to special requests such as the collective bargaining process, impact analysis, surveys etc
Customer Relationships and Service - Assist in developing automated classification workflow process, preparing, and testing new template forms for automation, restructuring, screening and quantifying questions, etc
After 90 days, this position may be eligible for telework/hybrid schedule
Qualification
Required
Considerable (3 years) applicable experience in personnel administration in classification, compensation, or data analysis and interpretation for Human Resources Specialist III
Some (2 years) applicable professional experience in personnel administration for Human Resources Specialist II
Some (1 year) applicable professional work experience in personnel administration for Human Resources Specialist I
Graduation from an accredited college or university with a Bachelor's Degree in Business Administration, Economics, Public Administration, Finance, Statistics, or related fields
An equivalent combination of education and experience may be substituted
Possession of a graduate degree in one of the above fields may be substituted for one year of the required experience
Preferred
Experience accurately organizing, analyzing, maintaining, and reporting data/information and preparing reports
Experience utilizing data analytics tools, data presentation and reporting applications and/or database software
Experience with federal compliance in FLSA
Experience working with enterprise systems and modules
Experience performing complex classification and compensation research and analysis
Experience identifying benchmarks and converting raw data into comparable metrics
Collecting, analyzing data and creating comprehensive reports and presentations of findings and recommendations
Conducting and analyzing individual job audits and/or group classification surveys
