Responsibilities

Stand up enterprise budget governance with standardized processes across formulation, execution, and reporting—documenting controls and aligning practices to the NIST Cybersecurity Framework
Own WCF strategy and planning: build a FY2024–FY2028 multi-year spend plan and pacing model; design a defensible transfer-estimation methodology with a maintained transfer register and reconciliations
Drive fiscal performance management via variance analysis (e.g., expected vs. actual) and timely course corrections to keep programs on plan
Institutionalize external reporting by establishing a quarterly cadence to OMB and Congress with full traceability, version control, and audit readiness
Enable centralized operations while staying bureau-focused through aligning intake, service catalogs, and cost allocation approaches
Build capabilities and partnerships: coordinate with the incoming CISO and cyber teams, upskill stakeholders, mentor analysts, and plan next-step funding use cases and internal control/reporting expansions
