Director of Performance Engineering (IT Program Director III)

Fairfax County Government is seeking a strategic leader to serve as the Director of Enterprise Services & Performance Engineering within their Department of Information Technology. This executive role focuses on integrating strategy, operations, and governance to maximize the public value of technology investments, while overseeing enterprise-wide metrics and leading a team of professionals.

Responsibilities

Developing and implementing enterprise-wide metrics, KPIs, and dashboards to provide clear visibility into IT effectiveness, project and program performance, and strategic alignment
Providing executive oversight and leadership in areas such as engineering & operations enterprise architecture, enterprise document services, and project & program management to ensure cost-effective and strategic service delivery
Partnering and working collaboratively with other Chief Directors such as Customer Experience and Infrastructure
Establishing a robust controls framework to ensure compliance with all laws, regulations, and internal policies, mitigating risk and strengthening organizational accountability
Supervising and mentoring a team of directors, managers, and multidisciplinary professionals, fostering a culture of technical excellence, continuous improvement, and professional growth
Participating in strategic planning, developing budgets, and representing the department on internal and external committees
Perform other duties as assigned

Required

Possession of a bachelor's degree in computer science, information technology, business or public administration, or closely related field
Seven years of progressively responsible experience in applying and/or managing information technology systems and resources to meet the needs of a government or business organization
The appointee is required to complete a criminal background and credit check to the satisfaction of the employer

Preferred

Advanced certifications in related engineering, technical, or operational disciplines
Demonstrated experience in a senior IT leadership role within a large public sector, private sector, or highly regulated environment
Proven hands-on experience with enterprise-grade performance management and data visualization tools (e.g., Power BI, Tableau, ServiceNow Performance Analytics)
A track record of successfully managing a technology portfolio
Extensive experience in designing and implementing IT governance, risk, and compliance (GRC) frameworks from the ground up
