Director of Human Resources and Organizational Development
International City/County Management Association (ICMA) Veterans is seeking a Director of Human Resources and Organizational Development to provide strategic leadership for the City’s human capital programs and workforce development. This role focuses on aligning human resources strategies with the City’s vision and overseeing core HR functions to support a high-performing municipal organization.
Responsibilities
Provide strategic leadership for the City’s human capital programs, workforce development, and organizational culture
Align human resources strategies, policies, and programs with the City’s vision, strategic plan, and City Council priorities
Oversee core human resources functions, including recruitment and selection, classification and compensation, civil service administration, training and leadership development, employee and labor relations, benefits administration, retirement coordination, risk management, and human resources operations and systems
Ensure these functions are delivered effectively, equitably, and in compliance with applicable laws and regulations
Represent the City before the Civil Service Commission and ensure compliance with applicable Texas law, Civil Service Commission rules, and meet-and-confer agreements for police and fire personnel
Advise executive leadership and department directors on civil service matters, labor relations, and workforce policy issues
Play a central role in organizational development and workforce sustainability, including employee engagement, retention, succession planning, performance management, and workforce forecasting
Serve as a trusted advisor to City leadership on employee relations, organizational effectiveness, and the use of workforce data and analytics to inform decision-making
Qualification
Required
Strategic leadership experience in human resources and organizational development
Experience in workforce development and organizational culture
Ability to align human resources strategies, policies, and programs with organizational vision and strategic plans
Oversight of core human resources functions including recruitment and selection, classification and compensation, civil service administration, training and leadership development, employee and labor relations, benefits administration, retirement coordination, risk management, and human resources operations and systems
Knowledge of applicable laws and regulations related to human resources
Experience representing an organization before a Civil Service Commission
Advising executive leadership and department directors on civil service matters, labor relations, and workforce policy issues
Experience in organizational development and workforce sustainability
Skills in employee engagement, retention, succession planning, performance management, and workforce forecasting
Ability to use workforce data and analytics to inform decision-making
