Assistant Managing Director- Solid Waste Disposal District (SWDD)

Indian River County Board of County Commissioners is seeking an Assistant Managing Director for the Solid Waste Disposal District (SWDD). This role involves assisting the Managing Director in overseeing the planning, directing, and operations of the SWDD, including managing engineering and regulatory issues and large capital projects.

Responsibilities

Perform duties involved in the oversight, review, and/or preparation of the design of landfill maintenance projects, cell expansions, and other municipal waste projects in accordance with established standards
Inspect and review work/invoices relative to landfill construction projects and landfill operations and assist in the review and approval of all incoming invoices along with receipt of materials for payment
Provide engineering support during the construction phase of projects
Work with project inspectors, consultant engineers, hired contractors, and operations and maintenance staff to resolve issues that arise during the design and construction phase of projects
Oversee the monitoring and reporting for landfill gas as well as the review of Renewable Natural Gas (RNG) reports related to billing and invoicing, stormwater management, and leachate management
Ensure that proper maintenance is performed and records are maintained
Assist in preparing annual budget and reports for internal and external agencies as well as, annual CIE, Request for Proposals (RFPs), and SWDD Board agenda items
Review, approve, and/or prepare project plans, specifications, and permits as needed; define project size, scope, limits, and intent; and review related work assigned to engineers
Communicate and coordinate work with engineers, consultants, property owners, developers, internal staff, other agencies, and the public to exchange information, facilitate work processes, and resolve conflicts
Attend bid openings, hearings, and other meetings concerning landfill projects; answer questions from contractors, bidders, developers, and the general public
Make recommendations to the SWDD Managing Director regarding expenditure of public funds based on knowledge of infrastructure condition and budget limitations
Visit construction sites to inspect work progress and compliance with approved plans and specifications
Maintain various files and records related to project status and computations; prepare project descriptions and progress reports as requested
Supervises all SWDD personnel assigned and assumes the responsibilities of the Managing Director in his absence
Involved in all hiring decisions for the department
Interact with Federal, State, and local regulatory agencies
Interact with residential and commercial customers and participate in job related community events

Required

Bachelor's degree in civil or environmental engineering or a Bachelor's degree with an emphasis in an environmental or solid waste management curriculum
(3) three years of a related supervisory administrative work experience, preferably at a Landfill or an equivalent combination of education and experience
Knowledge of solid waste and landfill engineering principles, including cell development, gas collection and control systems, leachate management, recycling operations, yard waste management, and customer convenience center operations
Knowledge of construction contract administration, inspection practices, and compliance requirements related to landfill and municipal infrastructure projects
Knowledge of applicable environmental, engineering, permitting, and regulatory requirements governing municipal solid waste operations
Knowledge of engineering design, construction methods, and capital improvement planning, including budget development, rate analysis, and Capital Improvements Element (CIE) preparation
Knowledge of municipal waste recordkeeping, contract management, and documentation standards
Skill in managing and overseeing multiple landfill-related engineering projects simultaneously, from planning and design through construction and operation
Skill in supervising construction activities, reviewing contractor performance, and ensuring compliance with plans, specifications, and regulatory requirements
Skill in technical analysis, problem-solving, and applying engineering judgment to resolve complex operational and construction-related issues
Skill in preparing and managing annual budgets, capital improvement plans, and financial analyses related to landfill operations
Skill in written and verbal communication to effectively interact with internal staff, external agencies, consultants, contractors, and the public
Ability to work independently under limited supervision while setting priorities, developing work plans, and meeting project deadlines
Ability to interpret policies, regulations, and engineering standards and apply them to landfill and solid waste operations
Ability to coordinate work across departments, consultants, and contractors to achieve project and operational objectives
Ability to maintain accurate and complete engineering, environmental, and regulatory records and contracts
Ability to identify potential issues, resolve conflicts, and keep executive leadership informed of progress, risks, and matters with significant operational or policy implications
Ability to supervise the planning, programming, design, and implementation of solid waste projects and recycling programs

Preferred

Registered as a Licensed Professional Engineer (Florida)
State of Florida Landfill Operator certification
