FINANCIAL ACCOUNTANT I
Caltrans District 3 is part of the State Controller's Office, responsible for ensuring accountability and transparency in California's financial practices. The Financial Accountant I will support the Bureau of Fiscal Systems and Transactions by implementing statutory control agency functions and participating in various financial projects and analyses.

Responsibilities
The incumbent will serve as a subject matter expert utilizing the knowledge of Generally Accepted Accounting Principles (GAAP); Budgetary/Legal Basis budgeting, accounting, and reporting requirements as prescribed by California Law; fiscal accounting rules and regulations contained in the State Administrative Manual and Uniform Codes; and procedures as prescribed by the SCO
Perform analysis and research to determine appropriate action, suggest alternative solutions, and provide support for recommendations related to the implementation of SARD control agency functions in FI$Cal
Participate in the development of FI$Cal's financial components to fulfill unique State requirements
Analyze, design, develop, and test financial systems and components such as configurations, conversions, interfaces, extensions, forms, queries, and reports
Analyze existing and proposed accounting and reporting standards and policies to assess opportunities for business process reengineering while ensuring system integrity. Identify internal control risks and report to management
Attend training to keep apprised of new financial rules and regulations, accounting systems, processes, and procedures
Design training plans and provide training to the division
Communicate effectively with internal and external stakeholders
Participate in documenting current as-is and future to-be processes
Work extended or weekend hours with little advanced notice to meet deadlines
Qualification
Required
Knowledge of laws of the State of California
Fiscal accounting rules and regulations contained in the State Administrative Manual
Governmental Accounting Principles
Procedures prescribed by the State Controller's Office
Comprehensive financial system of the centralized accounts
Financial reporting systems for Budgetary/Legal and Generally Accepted Accounting Principles (GAAP) for statewide financial reporting purposes
Ability to serve as a subject matter expert utilizing the knowledge of GAAP

A copy of your degree, transcripts, or degree evaluation is required
A Statement of Qualifications is required
Preferred
Comprehension of accounting principles and procedures
Knowledge in PeopleSoft
Familiarity of the organization and functions of the State Controller's Office and California State Government
Ability to analyze data, draw sound conclusions, and make recommendations
Adept to organize and establish workload priorities, work well under pressure, and exercise initiative and flexibility
Skill to multi-task in managing work and meeting deadlines with the ability to manage competing priorities requiring quick turnaround times
Excellent communication skills
Proficiency to work effectively both independently and cooperatively with others
Aptitude to interpret and apply laws, rules, standards and procedures
Knowledge and experience with personal computers utilizing Microsoft Outlook, Word, Excel, Access, etc
Advanced Excel skills, including PowerQuery and macros
