Program Financial Analyst

They are seeking an experienced Program Financial Analyst to maintain the financial health of assigned programs by overseeing budgets, forecasts, and compliance activities, while collaborating closely with program leadership and cross-functional partners.

Responsibilities

Work alongside program leadership to ensure financial performance aligns with approved budgets
Develop, maintain, and analyze program forecasts, including Estimates at Completion (EAC) and Estimates to Complete (ETC)
Track funding status, labor utilization, invoicing milestones, and cash flow
Identify discrepancies in cost or labor postings and coordinate timely resolution
Contribute to recurring financial forecasts and long-range planning activities
Prepare and analyze financial summaries, dashboards, and performance indicators
Perform variance analysis and communicate drivers, risks, and trends to stakeholders
Support annual planning cycles and internal financial reviews
Assist with cost modeling, pricing strategies, and proposal development
Provide historical financial data and analytical input to capture and proposal teams
Translate complex financial data into clear insights and recommendations for leadership
Ensure adherence to internal financial controls, accounting standards, and government regulations
Partner with contracts, subcontracts, and operations teams to support program execution
Manage multiple priorities and respond effectively to time-sensitive requests

Required

Bachelor's degree with at least 8 years of relevant financial experience, or
Master's degree with at least 6 years of relevant experience
(Additional professional experience may substitute for formal education)
Demonstrated experience in program budgeting, forecasting, auditing, and cost control
Advanced proficiency in Microsoft Excel, including complex formulas, pivot tables, and financial modeling
Experience using enterprise financial systems and reporting tools
Strong analytical capabilities with the ability to explain financial results to both technical and non-technical audiences
Proven ability to manage competing priorities in a dynamic environment
U.S. citizenship
Ability to obtain and maintain a Public Trust clearance
