Responsibilities

Assist in the implementation of DOE O 151.1D requirements for Category 2 and 3 non-reactor nuclear facilities, commensurate with the hazards present
Serving as a qualified hazards analyst. Performing, developing, and documenting dispersion modeling and toxicological and radiological consequence hazards assessments
Coordinating with nuclear safety, criticality safety, and security analysis staff to ensure documents are consistent with safety basis documents and vulnerability assessment requirements
Reviewing, writing, and maintaining Emergency Action Level (EAL) procedures for hazardous facilities
Technically reviewing, analyzing, and writing EPHAs and HSs
Supporting the U.S. Department of Energy (DOE) in performing impact analysis of changes to the Site boundary, Site access, and future uses of Site lands as related to emergency management
Development and delivery of Hanford Emergency Operations Center (EOC) consequence assessment procedures, methods, and training products
Supporting the Site Emergency management drill team by providing hazards and consequence reviews to ensure technical accuracy
Conducting surveillances and assessments of HMIS and other Hanford contractor emergency management programs
Supporting drills and exercises as a technical contributor
Interfacing with offsite emergency management agencies, DOE, and contractor management at all levels
Making decisions and recommendations within authorized limits prescribed by manager, policy, DOE Order, et al
Maintaining and updating resource materials associate with emergency preparedness plans and procedures
Reviewing recommendations for soundness of judgment and application of standards and policies
Maintaining current knowledge of federal, state, and local regulations affecting emergency planning
Understanding and adherence to safety policies and procedures while performing assigned duties
Participating and/or reporting to a variety of meetings, committees, and working groups
Independently implement DOE O 151.1D requirements for Category 2 and 3 non-reactor nuclear facilities, commensurate with the hazards present
Serve as an expert-level, qualified hazards analyst. Performing, developing, and documenting dispersion modeling and toxicological and radiological consequence hazards assessments
Facilitate and oversee coordination with nuclear safety, criticality safety, and security analysis staff to ensure documents are consistent with safety basis documents and vulnerability assessment requirements and provide subject matter level guidance
Technical reviewing, analyzing, and writing EPHAs and Hazard Surveys (HS)
Advising DOE emergency management staff on adequacy and acceptability of contractor prepared EPHAs, HS, and EALs

Required

The ability to respond to the Hanford EOC on evenings and weekends in the event of an emergency
