Director, Governance, Research and Integrated Data
The Los Angeles County Office of Education (LACOE) is seeking an innovative, knowledgeable, experienced leader for the position of Director, Governance, Research and Integrated Data. This role involves planning, organizing, coordinating, and directing the work of the Governance, Research, and Integrated Data division, overseeing the analysis and implementation of research and data systems to enhance efficiency across LACOE.

Responsibilities
Plans, organizes, coordinates, and directs the work of the Governance, Research, and Integrated Data (GRID) division
Oversees the analysis, design, development, implementation, and use of evidence through research, evaluation, and integrated data systems
Guides efforts to enhance efficiency and reduce redundancy in systems used across LACOE
Qualification
Required
A bachelor's degree in social or behavioral sciences, data science, business administration, public administration or other fields closely related to the job requirements of this class from an institution of higher learning recognized by the Council of Higher Education Accreditation
Five years of experience in planning, developing, and implementing data initiatives, research, and continuous improvement work in a public agency, including three years of experience leading or managing multi-disciplinary teams
Data governance practices as codified in the Data Management Body of Knowledge (DMBOK)
California Education Code, California Code of Regulations, and Every Student Succeeds Act (ESSA) Data warehouse and integration services for central data repositories
Research and evaluation methodology, including methods of logic mapping, identification of relevant metrics, and analytical methods for predicting and evaluating outcomes
Continuous improvement methods including improvement science, process improvement, and quality assurance techniques used in education agencies and large organizations
Federal, state, and county laws, codes, regulations and requirements pertaining to data, privacy, educational accountability, and research
Principles, concepts, and techniques of project management, feasibility studies, cost benefit analyses, system studies, program evaluations, needs assessments, and capacity assessment
Concepts, capabilities, and applications of database and information systems
Principles, practices, and techniques for the operation of large-scale infrastructure systems and services
Principles and practices of systems design
Principles of management analysis and organizational design
Principles and practices of human resources, budgeting, and organizational management
Contract negotiation and administration
Fundamental concepts of employment laws, codes, and regulations, including EEO, FLSA, FMLA, and Cal/OSHA and applicable provisions of collective bargaining agreements
Analyzing & Interpreting Data – Drawing meaning and conclusions from quantitative and/or qualitative data
Critical Thinking – Analytically and logically evaluating information, propositions, and claims

Preferred
A master's degree in social or behavioral sciences, data science, business, administration, public administration, or other closely related fields is preferred
A valid California driver's license and the availability of private transportation or the ability to provide transportation between job sites may be required
