Responsibilities

This position is the Director of the Licensing & Education division of the WV Offices of the Insurance Commissioner (OIC)
The selected candidate will be responsible for developing and implementing rules and regulations, as mandated, by the West Virginia legislature and state law
Will inform and educate the licensing specialist team on how to process and regulate the various insurance licenses: producers (agents), adjusters, surplus line holders, viatical settlement brokers, business entities (insurance agencies), travel business entities, new self-storage license, and bail bonds
Will oversee, regulate, and monitor all resident and non-resident insurance agents and agencies that transact business in West Virginia
The Licensing & Education division must conduct fingerprint and criminal background checks, as required by law; this position works closely with the WV State Police and Federal Bureau of Investigation (FBI) on the fingerprinting process
Works closely with various business partners and vendors to maintain licensing information
Works closely with the National Insurance Producer Registry (NIPR) and State Based Systems (SBS) to assist the agency maintain compliance and updated information
This position has daily interactions with the NIPR to allow for electronic processing of applications
Responsible for the development and maintenance of business rules to ensure applications are processed efficiently
This position must work with the National Association of Insurance Commissioners (NAIC) and participate on national committees, national calls, and conferences to stay updated on national trends
Participates in monthly regulatory calls with the NAIC to maintain and assist the OIC accreditation process
This position is responsible for billing insurance companies for appointments, including electronic and manual invoices, and collecting their associated fees
The selected candidate will assist in the internal and external financial examinations or reviews of the Licensing & Education division
This position will work closely with the Legal division and may be required to testify under oath at agency hearings, which include the following: testimony of records and interactions with applicants or current license holders charged with felonies or misdemeanors
This position will be responsible for developing and supervising all insurance questions and examinations, working with continuing education board and Pearson Vue to ensure examinations are accurate and clear to applicants, conducts a complete review of each examination question, and must visit the 13 different exam locations throughout the state of West Virginia to ensure a safe and clean testing environment
Some travel is required

Required

Graduation from an accredited four-year college or university
Three years of full-time or equivalent part-time paid experience in the insurance industry or insurance regulatory field, law, business administration, education, or administrative capacity
