Accounting Manager
Tohono O'odham Nation is seeking an Accounting Manager to oversee all accounting and financial data for the Accounting Department. The role involves ensuring compliance with accounting principles and managing internal accounting activities, while also providing guidance and support to staff.

Responsibilities
Directs and controls all internal accounting activities
Reviews and approves all journal entries, ensuring all journal vouchers have proper justification documentation and account numbers are correct
Improves staff effectiveness by coaching and counseling; planning, delegating, monitoring, and appraising job tasks and results in a timely manner; coordinates activities of staff engaged in accounting activities
Establishes and maintains accounting records and systems by making journal entries, preparing balances, analyzing discrepancies and initiating corrective action
Interprets, prepares, verifies and analyzes financial reports and statements to summarize financial status and recommend financial actions
Balances and closes accounts by determining required entries to reflect information not recorded in accounting system
Reviews and approves interbank transfers; Monitors and reconciles the general and payroll checking accounts and the daily cash balances for all checking accounts
Reviews and approves check requisitions for per capita payouts
Maintains accounting controls by preparing and recommending policies and procedures
Assists in the preparation of the department, program, division or consolidated balance sheets to reflect the Nation's assets, liabilities and capital
Prepares accurate, required financial statements for specified accounting period; audits contracts, purchase orders, and vouchers; prepares reports to substantiate transactions; monitors contracts to ensure compliance with contracting agreements
Maintains professional and technical knowledge by conducting research, attending seminars, educational workshops, classes and conference; reviewing professional publications and manuals; establishing networks; participating in professional societies; conferring with representatives of contracting agencies and related organizations
Assists in the preparation and presentation of management's discussion and analysis for the Nation's financial statement
Approves check voids upon verification using established procedures
Provides formal approval of intervened transfer
Prepares fund transfers to the general check for all checks issues from available financial data
Coordinates the payment of all valid vendor accounts; ensures timely payments and maintains currency of all accounts according to established policies and procedures
Performs other job related duties as assigned and contributes to a team effort
Qualification
Required
Bachelor's Degree in Accounting, Finance or closely related field and three years' work experience in accounting, or an equivalent combination of training, education, and work experience which demonstrates the ability to perform the duties of this position
Two years of supervisory experience
Knowledge of applicable federal, state, tribal laws, regulations and requirements
Knowledge of the standards fund accounting principles and practices in the areas of journal entries and vouchers, reconciliation, budgeting, taxation, auditing, and payroll
Knowledge of Generally Accepted Accounting Principles (GAAP) and appropriate local, state, and federal regulations and requirements
Knowledge of PL-638 contracts and other types of contracts
Skill in providing superior customer service to external and internal customers
Skill in using computerized accounting software programs, i.e. Fundware, and advanced skills in word-processing, spreadsheets and database software
Skill in statistical compilation analysis
Skill in applying mathematical concepts to practical situation
Skill in supervising, training, and evaluating assigned staff
Skill in analyzing problems, projecting consequences, identifying solutions, and implementing recommendations
Ability to establish and maintain positive and effective working relationships with other employees, and the general public
Ability to communicate efficiently and effectively both verbally and in writing
Ability to maintain privileged and confidential information
Ability to exercise good judgment and make decisions
Ability to work independently and meet strict time lines
Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form
Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists
Ability to work extended hours and weekends
Ability to travel within the interior/exterior boundaries of the Tohono O'odham Nation
Upon recommendation for hire, a criminal background check is required to determine suitability for hire, including a 39-month Motor Vehicle Record
May require possessing and maintaining a valid driver's license, (no DUIs or major traffic citations within the last three years)
If required, must meet the Tohono O'odham Nation tribal employer's insurance requirements to receive a driver's permit to operate program vehicles
