Finance Executive Director for the Gainesville City School System for the 2026-2027 School Year
Gainesville City Schools is seeking a Finance Executive Director to oversee the financial operations of the Gainesville City School System. This role involves directing budgeting, accounting, finance, auditing, and payroll functions to ensure efficient management of school system funds.

Responsibilities
Oversees all school system funds, accounting for said funds as prescribed by applicable laws and regulations
Supervises all functions within the Financial Services Team
Provides overall leadership and direction in the area of school system finance. Coordinates and manages the financial planning for the school system
Provides recommendations to the Superintendent and Board of Education concerning financial operations of the school system. Keeps the Superintendent and Board of Education informed of potential problems or unusual events
Develops and presents financial reports to the Board of Education for Board approval on a monthly basis
Projects and verifies the receipt of all funds to which the Board of Education may be entitled by law or which may come into its possession for public school purposes
Verifies the payment of such funds and that such payments occur only as per State law and/or Board Policy/Administrative Regulations
Participates in the annual planning of the District’s strategic plan
Participates in the planning of any/all facilities upgrades, new construction, renovations, etc., preparing applicable budgets based on estimates received from the Assistant Superintendent of Business & Operations, and any/all other sources
Collaborates with bond counsel, board attorney, and bond underwriters to ensure all legal requirements are met in planning, voter referendum, receipt of funds (bond proceeds, bond debt millage, or tax collections), and expenditure of all funds
Recommends best business practices and procedures for system-wide adoption based on widely-accepted standards for operation. Implements policies and procedures pertaining to all areas of jurisdiction
Directs the development and implementation of the school system’s annual budget and any budget amendments necessary after adoption of the annual budget
Develops goals and objectives with Directors, schools, and department administrators. Encourages and facilitates communications among divisions, departments, and schools
Directs budget management, including coordinating, preparation, revision and fiscal monitoring
Reports major deviations from the approved budget to the Superintendent
Monitors revenues, expenditures, and encumbrances for all school system funds
Manages daily cash flow and investment of school system funds
Directs the processing, reporting, and distribution of payroll
Approves all requisitions, budget amendments, journal entries, etc., in MUNIS daily
Utilizes appropriate strategies and problem-solving tools to make decisions concerning planning, utilization of funds, delivering services and evaluation of services provided
Works cooperatively with system and school management in providing needed and required state, federal and local financial reports that are useful, accurate and timely
Demonstrates initiative in identifying potential problems or opportunities for improvement and takes appropriate action
Provides technical assistance to system and school-based personnel
Maintains a continuous and internal auditing program for all funds, including school activity funds, and provides information as needed for annual financial and management audits
Ensures compliance with all required local, state and federal reporting
Ensures that all reports as may be required by law (Federal and State), by the Board of Education, or by rules and regulations of the State Board of Education or State Department of Audits are submitted by prescribed deadlines and conform to prescribed formats
Oversees the fixed assets and property control system of the school system
Researches current developments, literature and technical source information related to job responsibilities to keep abreast of federal and state laws and regulations and local board of education policy
Keeps the Superintendent, Board of Education, and all other administrators abreast of State and Federal Standards requirements and changes
In the absence of the Superintendent, acts as the Superintendent’s designee with regards to all financial matters as may be allowed by law or Board Policy in the management of the school district
Personally notifies, in writing, the Board of Education and the Superintendent of any financial transactions of the District which deems to be non-routine, unusual, without legal authorization, or not in compliance with the fiscal management policies of the Board. The notification shall be recorded in the minutes of the Board
Be bonded in an amount determined by State Law and/or Board Policy
Serves on the Superintendent’s Cabinet and attends Board of Education work sessions and meetings
Serves on school system, state or community committees as assigned or appropriate
Attends training sessions, conferences and workshops to keep abreast of current practices, programs and legal issues
Participates in system-wide activities and in-service programs as appropriate or required
Performs other duties as assigned by the Superintendent
Qualification
Required
Minimum of a Bachelor's degree in Accounting required
Supervisory experience in an accounting department required
In-depth knowledge of State of Georgia accounting procedures for school systems
Maintains a sufficient level of knowledge regarding relevant educational, legal, governmental, and financial topics to enable highly efficient, effective, and lawful management of all school affairs
Strong decision-making ability, budget experience, proven performance and resource management skills
Demonstrated ability to design and implement a strategic plan for the Financial Services Department
Ability to effectively lead, organize, and direct the work of others
Ability to develop and maintain positive and professional relationships with a wide variety of people as well as with the community and outside agencies
Strong analytical and problem-solving skills
Excellent written and verbal communication skills

Preferred
Master's degree in Accounting preferred
Licensure as a Certified Public Accountant preferred
Experience in public school district accounting, finance, and budgeting preferred (otherwise known as fund accounting)
