Responsibilities

Lead and manage key initiatives related to program development, process improvement, and quality assurance
Collaborate closely with supervisors to promote seamless service delivery and foster strong cross-team communication
Set and reinforce consistent performance expectations, while also evaluating and refining processes to improve outcomes
Regularly assess program effectiveness, interpret findings, and share insights that drive informed decision-making
Provide ongoing training and education to staff and supervisors, ensuring everyone is equipped with the latest best practices and policy updates
Build and maintain strong partnerships with both internal teams and external stakeholders
Model the department’s vision and leadership philosophy, delivering exceptional customer service and leading change with confidence and clarity
Prepare reports, respond to inquiries, and ensure that both you and your team have a clear and actionable professional development plan
Provide direct leadership to three Benefit Programs Supervisors
Perform other work as required

Required

Minimum of a Bachelor's degree in human services, management or related field and experience in eligibility work, including in a supervisory/managerial capacity OR any equivalent combination of experience and training which provides the required knowledge, skills, and abilities to perform this job
Comprehensive knowledge of current social, economic, health and governmental conditions and problems; management principles and methods of administration, including planning, organizing, leading and personnel and fiscal management
Comprehensive knowledge of public assistance programs (Supplemental Nutrition Assistance Program, Temporary Assistance for Needy Families, Medical Assistance, Child Care, General Relief, and Refugee Assistance), policies, and regulations; and the literature in the field of public assistance
Considerable knowledge of automated systems and standard office software to include the state Department of Social Services human services systems
Current valid driver's license and good driving record required. Based on the Virginia DMV point system, record must not reflect a total of six or more demerit points within the twenty-four months preceding the anticipated hire date, or one major violation of six demerit points within the preceding thirty-six months. Out of state driving records must be obtained by applicant and presented at time of interview. Records must reflect at least three years of history and be dated within thirty days of interview date
Pre-employment drug testing, FBI criminal background check and education/degree verification required

Preferred

Extensive professional experience in determining eligibility including supervisory experience preferred
Master's degree in human services preferred
Ability to interpret laws, policies and regulations related to human services preferred
Exceptional ability to collaborate and achieve performance goals preferred
Excellent organizational, oral/written communication, interpersonal, and public relations skills preferred
Experience compiling reports and correspondence preferred
