Responsibilities
Provide overall and technical project management for enterprise-wide business intelligence, software/application development, and infrastructure/architecture initiatives
Lead multiple concurrent projects, ensuring delivery on scope, schedule, budget, and quality
Partner with project sponsors and IT senior leadership to define priorities, align objectives, and resolve complex technical and business challenges
Understand business goals and problems; identify solution alternatives; conduct feasibility studies and cost/benefit analyses
Build, lead, and motivate cross-functional project teams to meet milestones and deliverables
Develop and maintain project charters, project plans, schedules, status reports, and other project artifacts
Establish standards, policies, and procedures for BI documentation, tools, systems, and data governance
Develop and monitor data and information quality metrics
Lead requirements gathering, analysis, and documentation across the system development life cycle (SDLC)
Oversee testing activities including system testing, user testing, and user acceptance testing (UAT)
Research emerging technologies and develop business cases supporting enterprise BI solutions
Ensure compliance with applicable State of Wisconsin policies, privacy, and security regulations
Qualification
Required
12+ years of project management experience leading large, complex software, database, and business intelligence initiatives
12+ years experience with full system development life cycle (SDLC) deliverables
12+ years experience in scope, risk, and change management
Demonstrated ability to build collaboration and cooperation across organizations
Strong group facilitation, leadership, and stakeholder management skills
Extensive experience in technical writing and documentation
Excellent analytical, problem-solving, organizational, and communication skills
Strong verbal communication skills with the ability to clearly present information to diverse audiences
Experience leading implementation of large, complex models and business processes
Hands-on experience with: Data analysis and data warehousing (design, development, and requirements gathering), Business intelligence tools (e.g., Business Objects or similar), Informatica or comparable ETL tools, User, system, and user acceptance testing (UAT)
MS Office Suite (Excel, Outlook, Word, PowerPoint) – 10+ years
Requirements gathering and analysis – 5+ years
Data warehouse design and development – 5+ years
BI reporting and analytics – 5+ years
Preferred
MS Project – 3+ years
Kimball data warehouse design principles – 5+ years
Design and use of performance measures and reporting – 3+ years
Prior experience with State of Wisconsin privacy regulations
