Lead Engineering Technician (Aerospace)
The Federal Aviation Administration is looking for a Lead Engineering Technician to serve as a Team Leader in the Flight Program Operation maintenance line station. The role involves making decisions on maintenance work activities, providing technical direction, and overseeing technician efforts to ensure compliance with regulations and quality management systems.

Responsibilities
Incumbent serves as a quasi-management official with the authority to define, organize, and assign technician resources to accomplish objectives
Is considered a technical point of contact in maintenance operations with the authority to allocate technician(s) resources to accomplish work activities within established schedules
May act as a contributing specialist on large maintenance activities or as a team leader for single or small work activities
Exercises wide latitude to use independent judgment and make decisions when serving as the Team Leader
Provides technical direction and oversight to assigned technician
Plans, organizes, coordinates, integrates, and directs technician efforts
Assures production and accuracy requirements of technicians
Provides advice, counsel, and instruction to technicians during missions
Provides on-the-job training to technicians, as well as reports to the supervisor on work accomplishments, training needs
Allocates resources to accomplish limited work activities within established schedules
Independently perform assignments
Completed work is reviewed to an extent consistent with the complexity of the assignment
Exercises independent authority to provide information or makes suggestions to the supervisor concerning promotions, reassignments, recognition and awards, discipline, and personnel needs of technician members; assists the supervisor in resolving complaints, and suggests ways to improve productivity or increase the quality of work performed by the technician
May be called as an expert witness for litigation
Performs multiple, varied, and highly complex specialized repairs and overhauls on various aircraft components, routine and specialized inspections of aircraft systems of aircraft systems to ensure compliance with regulations and manufacturer requirements under the control of the front-line manager and managerial oversight of the certificate repair station
Applies experience and advanced knowledge of maintenance operations, engineering principles, theories, quality management systems (i.e., Continuing Analysis and Surveillance System (CASS) & Continuous Airworthiness Maintenance Program (CAMP) and concepts to accomplish assignments and to develop plans and techniques to improve programs and policies
Established policies/procedures provide guidance for most assignments, with allowable considerable discretion to select the most appropriate approach or to recommend new approaches
Typical assignments may include troubleshooting and analyzing aircraft problems for any mechanical, electronic and/or avionics issues, performing aircraft performance tests, providing guidance to less experienced professional; leading small project program teams; designing and recommending solutions to complex problems; preparing and reviewing management reports and/or contractual documents; and developing and recommending improvements to systems and/or processes to improve operational, efficiency, maintaining and displaying analysis and investigation of reliability data, preparing technical documentation related to various functions within the area of responsibility to ensure compliance with Federal regulatory and Agency policy and requirements
Understands how maintenance operations affect the objectives of agency and overall national security when developing, integrating, and implementing solutions to diverse, complex problems
Utilizes technical expertise in accordance with the Flight Program Operations 14 CFR Part 135 approved maintenance program to determine the airworthiness of highly modified aviation platforms
Performs research and compiles technical data from commercial and non-commercial publications, regulations, and directives for use, evaluation, and resolution of specific functional problems
Reviews documentation associated with various inspections for completeness, accuracy, and compliance with regulatory requirements
Performs other duties as assigned
Qualification
Required
US Citizenship is required
Selective Service Registration is required for males born after 12/31/1959
Must submit an SF50 (See Required Documents)
Designated or Random Drug Testing required
Successful completion of a security investigation may be required
One year probationary period may be required
Applicant must possess an FAA Airframe and Powerplant certificate
Occasional travel may be required
A physical may be required
To qualify for this FV-H (FG/GS-12) position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-G (FG/GS-10/11) level
SPECIALIZED EXPERIENCE includes: Experience with delegating tasks, providing direction, resolving conflicts and fostering a positive and productive work environment
Experience working in a 14 CFR 121/135/145 aviation operating environment
Experience troubleshooting and analyzing aircraft problems, using diagnostic equipment to resolve performance discrepancies, determining airworthiness of highly modified aviation platforms
Experience in oversight of an aircraft/avionics maintenance program in accordance with established standards, policies, practices and procedures, knowledge of organizational mission, objectives, and procedures required to analyze a situation and make decisions
SELECTIVE PLACEMENT FACTOR (SPF): Must possess an Airframe and Powerplant (A&P) Certificate. A copy of your A&P certificate (front and back) must be uploaded to receive consideration for this position
