EPC Estimator – Transmission & Distribution (Substations & Transmission Lines)
RCM Technologies, Inc. is seeking an experienced EPC Estimator with a minimum of five years of experience in Transmission & Distribution projects. The Estimator will be responsible for developing accurate, competitive cost estimates across the full EPC lifecycle, supporting bids, proposals, and project execution for utility and energy clients.
Responsibilities
Prepare detailed EPC cost estimates for T&D substations (HV, EHV) and transmission line projects
Develop quantity take-offs for civil, structural, electrical, and transmission line scopes
Estimate labor, materials, equipment, subcontracting, and indirect costs
Review drawings, specifications, RFPs, and contract documents to identify scope, risks, and assumptions
Coordinate with engineering, construction, procurement, and project management teams to validate estimates
Support bid strategy, pricing reviews, and value engineering initiatives
Develop and maintain estimating databases, cost models, and historical benchmarks
Identify risks, contingencies, and escalation factors aligned with EPC contracting
Participate in bid reviews, client clarifications, and post-bid negotiations as needed
Qualification
Required
Minimum 5 years of estimating experience in EPC projects for T&D substations and/or transmission lines
Strong understanding of substation equipment, buswork, protection & control, and transmission lines
Understanding of construction means and methods
Thorough understanding of foundations, steel support structures, site grading cut/fill, drainage systems, trenching, and modular/premanufactured buildings
Experience estimating HV/EHV projects (13kV, 69 kV–500 kV)
Proficiency with estimating tools, spreadsheets, estimating software such as Pro Est, Bluebeam REVU, HCSS HeavyBid, B2W, and/or other software and quantity take-off software
Experience estimating substation retrofit, brownfield, or expansion projects, including demolition, temporary works, and outage coordination considerations
Ability to interpret engineering drawings, specifications, and utility standards
Experience coordinating with substation engineers to resolve scope gaps, clarify design intent, and validate quantities during bid and execution phases
Strong analytical, organizational, and communication skills
Experience reaching out to equipment suppliers to obtain pricing for materials and equipment
Understanding of craft labor roles and hierarchies
Preferred
Bachelor's degree in Engineering, Construction Management, or a related field
Experience working with utility clients and EPC lump-sum or unit-price contracts
Familiarity with procurement strategies, vendor pricing, and subcontractor negotiations
Possesses market intelligence on regional trade labor wage rates and price points for comparable projects
Has established contacts with equipment suppliers/constructors and ability to obtain prompt responses for inquiries
Knowledge of risk management and cost controls for large-scale EPC projects
