Senior Program Manager

Community Infrastructure Partners (CIP) is redefining how infrastructure challenges are addressed across the United States. They are seeking a Senior Program Manager to lead a multi-year water infrastructure improvement program in partnership with the City of Racine, WI, focusing on modernizing assets and ensuring regulatory compliance.

Community Services

Responsibilities

Lead end-to-end program delivery, including budgeting, scheduling, procurement, and stakeholder engagement
Coordinate with municipal departments, engineering consultants, contractors, and regulatory agencies
Oversee competitive bidding processes and ensure compliance with local, state, and federal guidelines
Monitor construction progress, manage change orders, and resolve field issues
Track funding sources (e.g., SRF, Bipartisan Infrastructure Law) and ensure timely reporting
Develop and maintain program dashboards, status reports, and public communications
Facilitate community outreach and respond to resident inquiries related to construction impacts

Required

Project and program management experience, including team leadership and managing complex infrastructure initiatives
Strategic planning, scheduling, and risk management skills to ensure timely, cost-effective project completion
Excellent interpersonal, communication, and stakeholder engagement skills, including collaboration with diverse groups and communities
Knowledge of environmental regulations, public policy, and financial modeling relevant to infrastructure projects
Proven ability to analyze data, prepare reports, and make evidence-based decisions
Bachelor's or Master's degree in Project Management, Construction Management, Civil Engineering, Urban Planning, or related fields

Preferred

PMP certification or equivalent is strongly preferred
Experience working on community-focused infrastructure projects is a plus
