United Nations Joint Staff Pension Fund (UNJSPF) is seeking a Chief of Data Analysis and Business Applications. Responsibilities
Provide strategic leadership and expert guidance on the development and implementation of enterprise data platforms, databases, analytics solutions, and reporting frameworks that support investment decision-making and portfolio oversight
Lead the full data lifecycle, including data requirements definition, collection, quality management, transformation, storage, analysis, visualization, deployment, monitoring, and reporting
Guide the development and implementation of advanced analytics, statistical models, and data-driven insights to support asset allocation, portfolio construction, performance analysis, risk management, and operational efficiency
Oversee the design and delivery of scalable analytics prototypes and production solutions, ensuring alignment with OIM’s investment objectives, governance standards, and risk framework
Conceptualize and guide the creation of data management tools and pipelines that enable analytics and data science teams to efficiently build, optimize, and maintain analytical products
Define organizational analytics and reporting needs and translate them into strategic reporting and visualization outputs that support senior management, investment committees, and governing bodies
Establish and oversee the strategic direction for data infrastructure, including data warehouses and data lakes, ensuring effective integration of internal and external investment data sources
Lead cross-departmental collaboration to shape and steer data engineering and analytics initiatives, ensuring efficient use of datasets and alignment with broader organizational goals
Ensure compliance with data governance, data protection, privacy, and security requirements, regularly reviewing and updating frameworks in collaboration with key stakeholders
Define and promote a strategic vision for data visualization, ensuring insights are communicated clearly and effectively to technical and non-technical audiences
Oversee and prioritize key analytics projects, ensuring appropriate methodologies, timelines, and quality standards are applied throughout execution
Communicate complex data concepts and analytical findings in a clear, concise, and actionable manner to senior management and diverse stakeholders
Monitor emerging trends and best practices in data analytics, financial technology, and quantitative tools, identifying opportunities to enhance OIM’s analytical capabilities
Review analytics models and solutions against technical, strategic, and policy criteria, ensuring scalability, sustainability, and alignment with global best practices
Lead data analytics support for internal and external audits, ensuring transparency, accuracy, and robustness of data-driven processes
Build organizational capacity through training, workshops, and knowledge-sharing initiatives to enhance data literacy and analytical capabilities across OIM
Plan and direct the DABA work programme, providing both methodological and managerial supervision of all activities
Manage and mentor staff, including recruitment, performance evaluation, and professional development, fostering a collaborative and high-performance team culture
Plan and manage resources to support analytics initiatives, ensuring effective delivery of projects and value for money
Qualification
Required
Advanced university degree (Master's degree or equivalent) in computer science, data science, analytics, statistics, information management, public administration, management, finance, or a related field is required
A first-level university degree with qualifying experience may be accepted in lieu of the advanced degree
Minimum of ten years of progressively responsible experience in data analytics, data manipulation, or quantitative analysis, including statistical methods and data structures, is required
At least ten years of experience across the full data lifecycle, including data collection, wrangling, analysis, visualization, deployment, monitoring, and reporting, is required
A minimum of five years of experience managing large, organization-wide analytics or data transformation initiatives is required
At least five years of experience using data and analytics to guide strategic decision-making and oversee execution at senior levels is required
Proven experience translating business and investment requirements into technical and analytical solutions, preferably within the financial sector, is required
Strong knowledge of data platforms and tools such as Power BI, enterprise data warehouses, and data lakes is required
Demonstrated ability to communicate complex analytical concepts clearly to non-technical stakeholders is required
Preferred
Proficiency in programming and analytics languages such as Python, R, SQL, or Java for data manipulation and automation
