Responsibilities

Advise staff and the Lead Commissioner on complex legal and CEQA issues for clean energy projects under the Opt-In Certification Program
Draft and review environmental and legal documents
Collaborate with technical experts and help build robust administrative records
Represent staff in proceedings involving thermal power plants, post-certification amendments, decommissioning, transmission, and small power plant exemptions
Develop and present cases in evidentiary hearings
Prepare witnesses and conduct direct and cross-examinations
Lead complex investigations involving licensed power plants, clean energy facilities, and appliance efficiency compliance under Title 20
Develop novel legal strategies and draft enforcement documents, settlements, and litigation support materials
Advise on sensitive Public Records Act and confidentiality matters
Draft and review complex rulemakings under the Administrative Procedure Act
Analyze and help shape legislative proposals impacting CEC programs
Collaborate with internal teams and the California Attorney General’s Office on state and federal litigation strategy, pleadings, and briefs
