Accounting Compliance Officer (PUBLIC SERVICE ADMINISTRATOR)

Responsibilities

Serves as the agency’s Annual Comprehensive Financial Report (ACFR) Coordinator
Serves as the Accounting Compliance Officer for the Fiscal Division of IEMA-OHS
Assists staff throughout the Fiscal Division on accounting requirements, audits, and reporting
Creates, reviews, and makes recommendations to senior leadership on internal controls within the Fiscal Division to help facilitate accurate record keeping, including division policy, procedures, and standard operating procedures
Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above

Qualification

Certified Public AccountantGenerally Accepted Accounting PrinciplesGAAP financial reportingAccounting systems experienceSpreadsheet applications

Required

Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college, preferably with courses in accounting or auditing
Requires prior experience equivalent to three (3) years of progressively responsible administrative experience in a public or business organization
Requires certification as a Certified Public Accountant (CPA)
Requires two (2) years of professional experience utilizing Generally Accepted Accounting Principles (GAAP) and performing GAAP financial reporting
Requires two (2) years of professional experience working with accounting systems utilized by state and/or federal government agencies or similar accounting systems
Requires a criminal history check through the Illinois State Police
Requires ability to use state-supplied equipment such as cellphone, laptop, etc
Requires ability to travel in the performance of duties, with overnight stays as appropriate. Requires appropriate, valid driver's license
Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This may require the ability to work evenings and weekends

Preferred

Two (2) years of professional experience utilizing Generally Accepted Accounting Principles (GAAP) and performing GAAP financial reporting
Two (2) years of professional experience performing reviews, and making entries and corrections within the Illinois Enterprise Resource Planning (ERP) platform
Master's degree in accounting, finance, public administration or a related field
Two (2) years of professional experience with the Illinois State Finance Act or similar governmental finance acts
Two (2) years of professional experience with formulating, developing and implementing policies, programs and procedures for financial management, financial reporting, and/or accounting in a public or governmental organization
Thorough knowledge of spreadsheet computer applications and the ability to develop comprehensive accounting, financial, and budgeting reports using those systems
