Instructional Designer - Mid to Experienced Level (Maryland)
The National Security Agency is seeking skilled Instructional Designers to support mission organizations by designing effective learning programs that align with employee roles and mission goals. The role involves assessing training needs, developing curricula, and evaluating training effectiveness to enhance employee development.

Responsibilities
Participating and/or conducting needs assessments for training and development
Designing, developing, documenting, and maintaining training courses, interventions, or employee development programs
Developing training curricula (e.g., content, learning objectives)
Evaluating training (e.g., courses, methods, materials, content, and assessments)
Selecting and/or implementing training technologies (e.g., Blackboard, learning management systems, emerging technologies)
Producing training materials (e.g., handouts, presentation slides, online course materials)
Ensuring accessibility
Project management (e.g., planning, managing schedules, allocation resources and stakeholder communication)
Qualification
Required
Degree must be in Instructional Design, Training and Development, Education, Human Resources, or a related field (for example, Educational or I-O Psychology, Instructional or Education Technology)
Military training must be at least 18 semester hours of training relevant to instructional design
Relevant experience must include one or more of the following: instructional systems design (ISD), learning technologies (for example, e-learning and technology-based tools), or adult learning (for example, training and teaching)
FULL PERFORMANCE Entry is with a high school diploma or GED plus 7 years of relevant experience, or an Associate's degree plus 5 years of relevant experience, or military training plus 5 years of relevant experience, or a Bachelor's degree plus 3 years of relevant experience, or a Master's degree plus 1 year of experience, or a Doctoral degree and no experience
SENIOR Entry is with a high school diploma or GED plus 10 years of relevant experience, or an Associate's degree plus 8 years of relevant experience, or military training plus 8 years of relevant experience, or a Bachelor's degree plus 6 years of relevant experience, or a Master's degree plus 4 years of relevant experience, of a Doctoral degree plus 2 years of relevant experience
U.S. Citizenship is required for all applicants

Employment is contingent upon successful completion of a security background investigation and polygraph
Preferred
Desire for continuous learning and strong problem-solving, creativity, adaptability, communication (both oral and written) and interpersonal skills
Able to work effectively across several different functional areas in a collaborative environment
Understanding of adult learning, Blooms Taxonomy, assessment design
Well-organized and able to handle multiple assignments
Willing to take the initiative
Constantly upskilling his/her Instruction Design tradecraft
Understanding of Learning models such as ADDIE and AGILE ISD
Understanding of accessibility or UX in Instructional Design
Able to use graphic art software to create/edit graphics, video, and audio for engaging content
Proficiency in authoring tools like Articulate, Storyline or Rise
