Data Acquisition Manager
City of New York is seeking a Data Acquisition Manager to support its Legacy Replacement Project (LRP) effort. The role involves developing strategies for data integrity, managing data quality programs, and collaborating with technical and business teams to ensure effective data acquisition and governance.

Responsibilities
Develop strategy and build processes to maintain data integrity during and post its migration from NYCERS legacy system to the targeted LRP system(s)
Design, develop and support automated data conversion validation process
Design and build relational databases, often using non-relational sources as a starting point (e.g., VSAM), to support NYCERS data integrity and quality initiatives
Develop strategies for data acquisitions from vendor’s data sources distributed on various platforms
Design and build NYCERS Data Warehouse
Fully, clearly and comprehensively document all key work and activities
Manage in a 'hands on' fashion, as directed by NYCERS Data Architect, the data quality program and team to identify and remediate data quality and integrity prior/post migration
Execute specific data quality program tasks and technical activities (i.e., ability to successfully execute many technical tasks without delegating them to team members)
Develop and create organization wide data policies, standards, and processes and take responsibility for oversight and strategy execution of and data quality framework
Provide comprehensive support and input to the NYCERS Data Governance process
Work with data SME's and technical leads in addressing high priority enterprise data problems, recommend solutions and use of industry standards, establish data quality rules and definitions consistent with department and organizations strategies
Assist with the development of data quality metrics that identify gaps and ensure compliance with standards across the organization
Work with business users and IT partners to remediate identified gaps using both manual and automated solutions
Recommends processes to proactively monitor quality of data
Qualification
Required
Applicants must be permanent in the title Computer Systems Manager or have a permanent comparable civil service title to apply
A master's degree in computer science from an accredited college or university and three (3) years of progressively more responsible, full-time, satisfactory experience in Information Technology (IT) including applications development, systems development, data communications and networking, database administration, data processing, or user services. At least eighteen (18) months of this experience must have been in an administrative, managerial or executive capacity in the areas of applications development, systems development, data communications and networking, database administration, data processing or in the supervision of staff performing these duties; or
A baccalaureate degree from an accredited college or university and four (4) years of progressively more responsible, full-time, satisfactory experience as described in '1' above; or
A four-year high school diploma or its educational equivalent, and six (6) years of progressively more responsible, full-time, satisfactory experience as described in '1' above; or
A satisfactory combination of education and experience equivalent to '1', '2' or '3' above. However, all candidates must have at least a four-year high school diploma or its educational equivalent and must possess at least three (3) years of experience as described in '1' above, including the eighteen (18) months of administrative, managerial, executive or supervisory experience as described in '1' above
In the absence of a baccalaureate degree, undergraduate credits may be substituted for a maximum of two (2) years of the required experience in IT on the basis of 30 semester credits for six (6) months of the required experience. Graduate credits in computer science may be substituted for a maximum of one (1) year of the required experience in IT on the basis of 30 graduate semester credits in computer science for one (1) year of the required IT experience. However, undergraduate and/or graduate credits may not be substituted for the eighteen (18) months of experience in an administrative, managerial, executive, or supervisory capacity as described in '1' above
Preferred
Hands-on knowledge of MS SQL Server, DB2 LUW, ORACLE, IBM DataStage or SSIS - Prior experience with ETL process including transformation of complex flat files such as VSAM to RDBMS - At least 7 years of 'hands on' experience working in data architecture (data analyst, data quality lead, DBA, etc.) both OLTP and OLAP environments - Minimum 5 years of experience managing technical teams on large-scale projects - Proven record of accomplishment and success in leading technical teams through high complexity data conversion projects - Strong SQL skills for identifying, analyzing, and interpreting data - Prior hands-on experience in designing and developing Data Warehouse, Master Data, and Data Integration implementations - Excellent written and verbal communication skills, including demonstrated proficiency developing exceptional documentation of work efforts - Demonstrated success working with both business and technical team members, ability to clearly articulate and justify complex technical activities and approaches in business terms - Demonstrated ability to work collaboratively and effectively in a team environment as well as independently - Demonstrated proficiency using relational database concepts - Experience with non-relational database sources and dimensional models - Demonstrated proficiency with data modeling, design patterns, object-oriented concepts is a plus - Possess sound analytical, problem solving, and critical thinking skills - Must have the ability to think creatively and incorporate current technical solutions with the end user in mind - Ability to plan and organize time to be successful in environment of multiple deadlines and interruptions - Ability to work with minimum supervision as well as effectively perform work under specific direction as needed
