The City of San Bernardino is seeking an experienced and strategic Civil Engineering Division Manager to lead complex land development and infrastructure programs that shape the City’s growth and ensure regulatory excellence. Responsibilities

Plans, organizes, and directs the City’s Land Development functions within the Civil Engineering Division
Managing on-site construction activities
Civil engineering plan review
Grading and ADA compliance
Storm water and NPDES/MS4 regulatory programs to ensure adherence to applicable federal, state, and local requirements
Provides high-level technical and managerial oversight
Coordinates with internal departments and external agencies
Serves as a key resource to developers, consultants, contractors, and the public
Supervising professional and technical staff
Plays a critical part in improving processes, implementing best practices, and ensuring efficient and consistent delivery of land development services
Works collaboratively with consultants and developers to proactively identify and resolve complex civil engineering issues related to project conditions of approval
Ensuring compliance with City standards and timely project delivery

Required

Bachelor's Degree in civil engineering or closely related field
At least five (5) years of progressively responsible experience, and at least two (2) of which were in a supervisory capacity
A valid State driver's license is required
California Class “C” drivers license required
Current, valid registration as a Professional Engineer with the California State Licensing Board
Proven experience supervising and mentoring professional and technical staff
Strong communication skills and the ability to explain complex regulations in a clear, customer-focused manner
A proactive approach to process improvement and operational efficiency
The ability to work effectively across departments and with external agencies
A commitment to public service, regulatory integrity, and continuous improvement
Knowledge of organization and direction of operations and activities related to on-site construction, grading, ADA compliance, and storm water permit processing, plan review, and inspection
Knowledge of principles and practices of public administration
Knowledge of best management practices related to on-site construction
Knowledge of computer applications applicable to permit processing and word processing
Knowledge of principles, methods, techniques, and practices of inspection and investigation
Knowledge of federal, state, county, and city laws, codes, and ordinances relating to on-site construction regulation
Knowledge of principles and practices of sound business communications
Knowledge of principles and practices of effective management and supervision
Knowledge of City Human Resources policies and procedures, Personnel Rules, and labor contract provisions
Skill in using tact and poise in dealing with the public
Skill in preparing clear, concise and accurate reports and recommendations, including investigation results, work programs, and other related items
Skill in leading, coaching, instructing, and motivating employees, and fostering a teamwork environment
Skill in reading and interpreting civil engineering plans, soils reports, hydrology and hydraulic reports, Storm Water Pollution Prevention Plans (SWPPP) and Water Quality Management Plans (WQMP)
Skill in effectively communicating verbally and in written form
Skill in working collaboratively with other divisions and departments and outside agencies involved in the development and construction process
Skill in interpreting and enforcing provisions of applicable codes, ordinances, and regulations
Skill in establishing and maintaining records and preparing reports related to assignment
Skill in operating computers, assigned software, and office equipment
Skill in attending evening and weekend community meetings and workshops as necessary
Skill in establishing and maintaining effective relationships
