Lead Budget Analyst (Budget Analyst V)
The Texas Education Agency (TEA) is dedicated to improving outcomes for all public-school students in Texas. They are seeking a Lead Budget Analyst to perform advanced budget and analysis work, overseeing budgetary activities and preparing required reports while providing technical assistance to staff.

Responsibilities
Supervises, assigns, and monitors the work of member(s) of the Budget Team and ensures completion of tasks within established deadlines; sets performance standards; conducts employee evaluations; trains or coordinates staff development; and counsels staff regarding work rule violations
Prepares and oversees monthly salary lapse reports; troubleshoots Time and Effort (T&E) issues for time reporters daily or as frequently as required; set up and/or edit departments and coding elements in CAPPS HR/Payroll; create staffing pattern resources for budget analysts and IT; annual reporting, Fiscal Year End (FYE) rollover of T&E and CAPPS HR/Payroll; Contractor Resource Request (CRR) tracking and reporting; and ad hoc reporting as required; prepares, reviews, and analyzes financial and personnel reports related to general revenue, federal funds, reimbursements, fees, appropriated receipts, and other fund areas as assigned; develops budgetary reports, and develops and communicates solutions by providing extensive, thorough, and accurate customer service and technical support to agency stakeholders; communicates financial and personnel data clearly and concisely to customers; researches and prepares reports related to requests as required; participates in collecting, organizing, analyzing, and preparing ad hoc reports; establishes work methods and priorities and determines methodologies and techniques for performing budget evaluations
Prepares and oversees quarterly T&E delinquent reports for distribution; assist with activities related to collection of T&E federal semi-annual certifications from division staff; oversees position management and all major reporting FTE requirements including FTE reporting schedules for all major annual and biennial reports including: Legislative Appropriation Request (LAR), Base Reconciliation, Itemized Operating Budget (IOB), Annual Operating Budget (AOB), and Current Year Budget Review (CYBR); performs appropriation/CAPPS reconciliations, oversees monthly financial reports including Budget and Planning Division appropriation reconciliation for current and prior years; participates in annual UB and lapse projects; enters data into Automated Budget and Evaluation System of Texas (ABEST); maintains the Budget Division's budgetary tools used to generate internal/external reports serves as backup Time and Effort and Position Control budget analyst. Works within TCAPPS, USAS, CAPPS HR/Payroll, T&E, Budget Analysis Tool, and ABEST systems
Determines methodologies and techniques for analyzing activities related to position control management or operating budgets including examining for completeness, accuracy and conformance with policies and procedures; identifies and informs management of deviations, issues, and events likely to affect agency operations and explains causes; participates in the legislative bill analysis process for proposed legislation each biennium by liaising with divisions to ensure completion of review and analysis of cost estimates; compiles and reviews bill analyses, assists with the review and analysis of cost estimates; communicates and coordinates with divisions, accurately prepares cost estimates, enters cost estimates into ABEST; enters and ensures timely submission of assigned cost estimates into the Legislative Budget Board’s Fiscal Note System (FNS)
Qualification
Required
Graduation from an accredited four-year college or university
Degree Fields: Accounting, Finance, Business Administration, or related field
At least five [5] years of experience in budget preparation and analysis, budget management, and/or budget development using budgetary systems (ABEST, USAS, CAPPS) at a state of Texas agency
Each additional year of related experience above the required minimum may substitute for education on a year-for-year basis
Share the belief that all Texas students can achieve at high levels and are able to succeed in college, career, or the military
Advanced knowledge of budgetary, accounting, financial concepts and management principles and practices
Advanced analytical skills and problem-solving abilities
Skill in analyzing financial information as well as bringing forth viable solutions
Proven ability to work independently with limited supervision while following limited oral and written instructions
Ability to establish and maintain effective working relationships with an emphasis on customer service
Highly organized and detail-oriented with an ability to manage multiple projects at once; able to produce high quality work in a dynamic environment while meeting deadlines
Highly skilled in Microsoft Office applications including advanced use of Excel (pivot tables, formulas, and macros)
A desire to self-reflect, give/receive feedback and continuously improve
Fast learner who thrives in a high-performing environment and a self-starter with an outcomes-based management approach
Preferred
Position management experience at a state agency is highly preferred
Supervisory or team lead experience is highly preferred
