Payroll and HR Administrator
Cascade AIDS Project (CAP) is the oldest and largest AIDS Service Organization in Oregon and Southwest Washington that provides the LGBTQ+ community with compassionate healthcare. They are seeking an HR and Payroll Administrator to manage payroll processes, ensure data integrity, and support employees with their pay and benefits inquiries.

Responsibilities
You will manage the full lifecycle of semi-monthly payroll for our team using Paycom, ensuring 99.5%+ accuracy in timecards, deductions, and final pay
You will be the guardian of our HRIS data integrity, conducting regular audits to ensure our personnel files, benefits data, and learning management records are flawless
You will tackle monthly reconciliations of benefit carrier invoices (including our ICHRA medical plans), identifying discrepancies and solving root-cause errors between our systems and vendor bills
You will serve as the first point of contact for employee questions regarding pay, benefits, and policies, providing clear answers and "Tier 1" support
You will partner with the broader people and culture team to identify inefficiencies in our current processes and help implement smoother, digital-first workflows
Qualification
Required
At least 2 – 3 years' hands-on experience processing full cycle payroll
Comfortable navigating HRIS platforms
Experience with VLOOKUPS or Pivot Tables in Excel
Keen eye for detail and satisfaction in reconciling complex invoices
Aptitude for understanding how systems talk to each other
Emotional regulation, empathy, and a solutions-oriented approach to employee problems
Understanding of how administrative excellence supports the delivery of compassionate care
Preferred
Fundamental Payroll Certification (FPC) or Certified Payroll Professional (CPP) designation is a plus but not required
Experience processing payroll and/or administering benefits in Paycom is a huge plus!
