The New York State Department of Motor Vehicles is responsible for various human resources activities. They are seeking a Human Resources Specialist 1 to assist program managers and advise employees on employee services, payroll, and benefits while maintaining confidentiality and professionalism.

Responsibilities

Having excellent interpersonal, verbal and written skills
Maintaining impeccable confidentiality standards as Human Resources deals with personal information, sensitive situations, and is involved with the Office of the Inspector General and Office of Employee Relations investigations
Advising program managers, supervisors, employees and the public on various HR issues both verbally and in writing in accordance with NY State Personnel Management Manual rules (SPMM), Civil Service Law, negotiated agreements, agency policies and directives
Participating in recruitment opportunities with management, including creating and evaluating responses to posting for positions, attending job fairs or recruitment events, and facilitating hiring events
Assessing eligibility of candidates from postings and list canvasses, auditing list appointment information to ensure legal appointments, orientations and onboarding
Assessing employee eligibility for benefits and leaves such as FMLA, Sick Leave, assessing questions regarding health insurance benefits, etc
Preparing personnel transactions and working with the Payroll Unit to process transactions timely and accurately, ensuring transactions are in accordance with rules, regulations, and policies, and resolving problems as they arise
Maintaining various databases used for Payroll, Employee Services units, Management Services units and HR specific database used for List Management; possessing knowledge in manipulation of all Microsoft Office Suite programs with a preference in Microsoft Access
Researching and preparing DMV classification/reclassification requests
Participating professionally in meetings, trainings, and work groups as required
Attending and presenting Human Resource information at trainings, and onboarding new employees
Maintaining composure and professionalism at all times, as interactions between management and employees may become difficult or be of an extremely confidential or sensitive nature
Supervising and training new and existing support staff
Occasionally traveling throughout the State

Required

A bachelor's degree or higher
Four years of experience performing and supervising the performance of various human resources activities such as staffing services, which consist of recruitment, examination, and placement activities; position classification and compensation; and employee services such as employee benefit, health and safety, employee counseling, and employee recognition
A bachelor's degree and one year of professional human resources experience
Five years of experience performing and supervising the performance of various human resources activities such as staffing services, which consist of recruitment, examination, and placement activities; position classification and compensation; and employee services such as employee benefit, health and safety, employee counseling, and employee recognition
A bachelor's degree and two years of professional human resources experience
Six years of experience performing and supervising the performance of various human resources activities such as staffing services, which consist of recruitment, examination, and placement activities; position classification and compensation; and employee services such as employee benefit, health and safety, employee counseling, and employee recognition
A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience
One year of permanent, contingent-permanent, or 55b/c service allocated to a G-11 or higher eligible for transfer under Section 52.6 or Section 70.1 of Civil Service Law, or currently serving in the title and eligible for reassignment
If you previously served in this title or in a title otherwise transferable to this title, you may be considered for reinstatement pursuant to Civil Service Law, if it is in the best interest of the agency. If you left state service more than one year ago, the reinstatement must also be approved by the Civil Service Commission. All reinstatements must serve a mandatory 52-week probation period
