The City of Lacey is seeking an Engineering Technician III to support the Development section. This role involves inspecting private developer-built construction projects to ensure compliance with plans and City engineering requirements, performing both office and field work, and serving as a point of contact for contractors and citizens.

Responsibilities

Regularly takes initiative in recommending changes in work methods, policies, and procedures to improve levels of service delivery and improve overall operating efficiencies
Monitors day-to-day operations and anticipates and troubleshoots problems where needed
Responds quickly and appropriately to citizen inquiries, requests for service, and/or complaints. Handles complaints and answers citizen inquiries regarding public work issues to best of ability. Follows through if unable to answer the question at the moment
Routinely detects and prevents errors or mistakes that would prove costly or could seriously disrupt a city service or project
Represents the City at inter-agency meetings, committee meetings, or with contractors or citizen groups as assigned. Prepare agendas, lead meetings and take meeting minutes related to section work
Safely operate a vehicle to and from offsite facilities, inspection locations, or other locations necessary to perform assigned work. Uses computer(s) to perform engineering tasks related to section work, preparation of spreadsheets, design work, engineering modeling, AutoCAD, GIS, Bluebeam and other programs
Usually perceives when non-routine activities are required and offers help without needing to be asked. Makes efforts to modify workload to assist with an emergent problem, assignment, or project whenever feasible
Maintain accurate schedules for work, review work for accuracy, coaches or trains other staff as appropriate, and ensures timely completion of work. Refers all performance issues to immediate supervisor for resolution and participates in joint problem solving as appropriate
May be assigned to assist with engineering work for another section (i.e. survey, utility mapping, construction inspection, plan review, design, transportation or drafting)
Participates as a member of the project management team for City public works construction projects. This includes ensuring project records conform to City, state and federal requirements, making revisions, and other project related records and correspondence
May perform limited section supervision responsibilities in absence of section supervisor
Monitors and inspects private developer funded public works construction projects (commercial or residential) to ensure compliance with plans and drawings, approved specifications, City engineering/development requirements and standards, and WSDOT Standard Specifications
Documents work in progress; keeps notes, diaries, draws sketches, and takes photographs to record work progress, violations, site conditions, and actual construction practices. Utilizes approved inspection software for inspection documentation
Coordinates construction related activity of water, sewer, and street utilities with City divisions and utility companies as appropriate. Routes sign requests through the current sign request process. Coordinates flushing and bacteriological testing through the current City flushing and testing process. Reviews and approves sewer and stormwater videos
Provides subject matter expertise on construction related questions and matters. Identifies features of construction plans and specifications that are in conflict with existing features or will not work as designed. Ensures compliance with the substantial "intent" of the plan design or City standards when addressing minor field construction changes
Ensures contractor and/or developer installs and constructs the project correctly. Reviews and approves contractor as-built drawings for accuracy. Provides approved as-built drawings to the City’s Utility Mapper in appropriate formats
Requires contractor to take corrective action when project construction fails to meet standards. Issues stop work order if the problem is severe
Reviews plans and specifications for constructability. Anticipates potential problems, advises supervisor and recommends solutions or suggests alternatives
Ensures impacted property owners and businesses are advised of construction activities prior to the start of work, including coordination with public affairs. Anticipates potential problems and/or impacts and attempts to resolve related issues prior to receiving public complaint
Performs and coordinates testing of work in progress or completed work as necessary. Conducts inspections for proper use and placement of traffic control devices to assure compliancy with MUTCD guidelines and approved traffic control plans. Conducts inspections and enforces compliance relating to NPDES permits
Creates the walk-through notice, coordinates with City staff and other stakeholders to create a punch list, provides the punch list to the contractor and assures all punch list items have been completed. Prior to recommending projects for final approval, coordinates with other City staff to assure all project documentation has been reviewed and approved. Prepares, obtains signatures and sends Final Public Works Approval and Financial Guarantee Release letters
Review and provide specific conditions on permit applications for ROW construction and development related permits. Confirms right-of-way access permits have been obtained
Assists public and/or developers with inquiries concerning the City's development guidelines and public works standards applicable to a specific development project
Reviews plans and specifications for developer funded projects and identifies the conditions for development (streets, sidewalks, stormwater systems, sewer, water systems, etc.) that should be considered pertaining to the specific project. Reviews stormwater runoff and erosion control plans for compliance with guidelines for stormwater management and related development requirements. Obtains, researches, and/or prepares supporting information (compatible with existing systems, utility location, type and location of existing road improvements, and applicable public works development guidelines and standards) for projects and summarizes comments for supervisor's review. Reviews resubmitted plans and specifications and forwards recommendations to supervisor

Required

An Associate's Degree in civil engineering technology or related field AND three (3) years of work experience performing technical engineering or surveying work with emphasis in the area of assigned section responsibilities
A High School Diploma or GED AND five (5) years of work experience performing technical engineering or surveying work with emphasis in the area of assigned section responsibilities
Must pass a thorough background investigation and successfully complete pre-employment medical testing for the ability to perform the essential functions of the position
Must maintain a level of physical and mental fitness necessary to perform the essential functions of the position, with or without a reasonable accommodation
Must be attentive to job safety considerations and follows all required safety policies, procedures and techniques
Must possess a valid Washington State driver's license at time of hire OR must obtain within 30 days from date of hire, and must have a driving record acceptable to the City and the City's insurance carrier
Verification of identity and United States work authorization must be completed as required by the Immigration Reform and Control Act
