Financial Analyst I/II
Eastern Municipal Water District is seeking two highly motivated individuals to fill two vacancies in their Finance Department for the positions of Financial Analyst I/II. The role involves performing professional administrative, financial, budgetary, and statistical analyses in support of departmental activities, and assisting in formulating policy and procedures related to financial planning and management.

Responsibilities
Performs responsible, professional administrative, financial, budgetary, statistical and other management analyses in support of departmental or District-wide activities, functions and programs
Performs a variety of technical and analytical duties associated with the preparation of reports, studies, and financial records
Recommends action and assists in formulating policy and procedure related to financial planning, budgets, rates, charges, debt, investments, banking, and other financial activities
Performs related duties as assigned
Qualification
Required
One (1) year of experience performing professional financial analysis in a comprehensive financial management program for Financial Analyst I
Three (3) years of progressively responsible experience performing professional financial analysis in a comprehensive financial management program, or two (2) years as a Financial Analyst I with the District for Financial Analyst II
Equivalent to a bachelor's degree from an accredited college or university with major coursework in finance, business administration, or a closely related field
Preferred
Ability to analyze and interpret complex financial reports and models
Comfortable and competent in Excel and able to work with large databases and locate and identify anomalies in databases, financial models, and banking or property tax data
Ability to analyze complex financial data and communicate it to multiple parties
Understanding of fixed income securities and related markets
Understanding terms and concepts such as bonds, par, coupon, amortization, debt service coverage, etc
Demonstrate the ability to articulate thought in a manner that is sufficient in representing EMWD
Process ACH/NSF returns, download and review daily bank reports, monitor cash positions, and ensure transactions flow correctly between the bank and financial system for reconciliation
Initiate and validate wires and ACH payments, follow dual-control procedures, meet cut-off times, and work confidently within online banking systems
Enter and verify fixed-income trades, confirm settlement details with brokers/custodians, maintain investment logs, and track maturities and policy limits
Prepare monthly treasury reports and other reports as needed by management, assist with bank reconciliations, investigate deposit/balance discrepancies, and perform basic Excel analysis (pivot tables, SUMIF, INDEX-MATCH, etc.)
